Study On The "Internet+Public Procurement" Management Pattern In Sichuan Province

With the rise of Internet technology,since the establishment of the central government procurement network in 2003,the advantages of Internet plus public procurement in streamlining the process,reducing the cost and increasing efficiency,and building a service-oriented government have become the trend and direction of public procurement in the future.However,in the construction of a perfect "Internet plus public procurement" management mode,the local governments are still in the exploratory stage.“Internet Plus Public Procurement”in Sichuan province was selected as the research object,and the two typical management modes of electronic platform of public procurement and electronic shopping mall in Sichuan province were studied by means of the literature research method,the case analysis method,the interview survey method,and the inductive reasoning.In the process of this study,there are 32 people of the related public procurement pe rsonnel being interviewed,among which there are 28 copies of effective interviewing informa tion,with the information collection effectiveness of 87.5% and 4 typical cases.Through the study of collected information,government open data and actual procurement cases,the three problems and reasons of the current "Internet plus public procurement" management mode in Sichuan are discussed,such as the imperfect management mode of electronic public procurement platform,the difficult promotion of procurement mode of electronic shopping mall,and the unsmooth operation of management mode.On the basis of learning from domestic experience,this paper puts forward countermeasures and suggestions such as promoting the sharing of one network of E-public procurement platform,optimizing and popularizing e-mall,and promoting the smooth operation of management mode with innovative practice by using a mixed and decentralized management mode,setting up institutions with clear ownership of rights and responsibilities,and giving full play to the advantages of market-oriented construction,In order to promote the integration of Internet platform tools and ideas and public procurement advantages,the efficiency of public services is further enhanced,providing a reference for Sichuan and other provinces and cities in the "Internet plus public procurement" mode.
