Research On The Reform Of Local Government Commercial Registration System

In 2013,the Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensivly Deepening Reform was promulgated.The Decision pointed out that "we should promote the facilitation of the industrial and commercial registration system,cut down the items of qualification recognition,change the license before license to license before license,and gradually change the paid-in registration system of registered capital to the subscribed-in registration system."Efforts were made to solve the problems of the imperfect market system,excessive government intervention and inadequate supervision." From then on,the reform of the business registration system officially began.The purpose of this reform of the business registration system is to return power to the market,so that the market can solve the problems that the market can solve,reduce the interference of the government on the market,and let the"invisible hand" of the market play its role.This article through studies the reform process of commercial registration system in our country,on the basis of working practice of Suqian commercial registration system reform,to dig deeper into commercial registration system reform measures in the implementation of results,problems and difficulties,explore the reform trends of commercial registration system,promote the construction of national socialist market economy in the new period.The research on the reform of commercial registration system is helpful to further reduce the threshold of market access for enterprises,to control the cost of enterprises,and to build a more fair and orderly market environment.Through the study,it is found that there are some problems in the commercial registration reform of Suqian: after the reform of enterprise capital subscription system is promoted,the capital risk caused by the inflated registered capital due to the enterprise complainant’s incomplete understanding of the subscription system;After the reform of license after license,because some business operators did not apply for the license or can not get the license caused by the problem of advance operation;After the implementation of the simple cancellation reform,the promotion degree of the simple cancellation is not high due to the limited publicity channels;Due to the unstable network,the applicant’s low level of cognition,improper operation and other reasons,the whole process of electronic is not popular problem;As a result of this round of commercial registration reform,the number of enterprises registered soared,and the number of grass-roots supervision personnel did not increase,but the number of grass-roots supervision personnel decreased due to the heavy workload of the grass-roots.Through investigation and interviews with the staff of the commercial registration department,access to relevant materials,combined with the actual situation,this paper puts forward the relevant solutions to realize the institutionalization of the commercial registration system reform on the basis of unified legislation;Realize the coordination of the commercial registration system reform based on the interconnection of departments;Taking credit supervision as the starting point to promote the long-term effect of commercial registration reform;Promote the efficiency of the commercial registration system reform by means of informationization;With the full use of big data to explore the results of the reform of the commercial registration system,and put forward specific measures to deepen the reform of China’s commercial registration system.
