Qualitative Analysis Of Unemployment Assistance For Involuntary Unemployed In Urban Areas

Unemployment,as a development problem that the government should pay close attention to,is related to the overall development of economy and society.The long-term existence of unemployment problem not only damages the vital interests of the unemployed,but also has a negative impact on social and economic development.This paper focuses on the non-voluntary unemployed people,their unemployment is often not out of their own subjective will.The root cause of involuntary unemployment actually lies in the lack of effective demand.As long as the effective demand is not sufficient,even if the workers are willing to reduce their personal labor remuneration,they still cannot achieve employment.Unemployment assistance,as an important policy measure in the process of unemployment control by the government,provides materials to the unemployed in trouble to help them maintain the minimum living standard.Such assistance includes not only material assistance,spiritual comfort,but also employment skill training and other policy means.These aid means are of great importance to improving the personal life of the unemployed,helping to achieve re-employment,maintaining social stability and promoting economic development.This paper will focus on the involuntary unemployed people.The purpose of this paper is to explore the practical help that the unemployment assistance can play to the non-voluntary unemployed,and to analyze the shortcomings of the current unemployment assistance system.In this paper,involuntary unemployment person in L distict of zhejiang province are analyzed,on the basis of research on related literature and data collection.Writer will use qualitative research methods,based on the part of involuntary unemployed personnel interview,to analyze the characteristics of the involuntary unemployment person in L area,unemployment reason,after unemployment relief means.The grounded theory is used to analyze and summarize the collected original data,and then understand the evaluation of the unemployed on the current unemployment assistance system in L district.The study found that the unemployment assistance system is helpful to achieve full employment,improve the life of the unemployed,enhance personal literacy,maintain mental health,maintain social order and stability.But the research also found that the current system has several problems: one is the unemployment assistance level,especially the economic assistance level is low;Second,unemployment relief coverage is relatively narrow;Third,the construction of relief organizations is relatively weak;Fourth,the efficiency of vocational training needs to be further improved;Fifth,the unemployment assistance mechanism for college graduates is still insufficient.Finally,this paper puts forward some policy suggestions to improve the unemployment assistance system.
