| As China’s economic development enters a new stage,promoting economic operation through innovation has become the new normal.However,in the process of adjusting the economic growth rate,industrial structure,the gap between urban and rural areas,our economy is also facing some new risks and new challenges,the first of which is the inevitable unemployment in the period of economic change.In order to deal with the problem of cyclical and structural unemployment caused by this special period and prevent the basic life of the people from being greatly affected,the Chinese government has always taken the improvement of the social security system and the employment security system as a key work.In the report of the Party’s 20 th National Congress,the important role of the social security system was repeatedly emphasized,and it was clearly defined as the "safety net" of people’s lives and the "stabilizer" of social operation.The establishment and implementation of the Employment Promotion Law of the People’s Republic of China is also aimed at protecting the rights and interests of workers,expanding the scope of employment,increasing the number of jobs,increasing the employment rate and promoting economic development.Therefore,it has become the top priority to improve the unemployment insurance policy to improve its overall planning level and ensure the smooth transfer of its rights and interests,so as to play its important role in promoting employment and easing employment pressure.In order to have a deeper understanding of the effect of unemployment insurance policy in promoting employment in China,this paper selects Fuzhou City in Fujian Province as the research object,following the research idea of raising questions,analyzing problems and solving problems.Firstly,through questionnaire survey,interview survey and other research methods,the current local unemployment insurance policy and its actual effect in employment were investigated on the spot.Secondly,based on the government intervention theory,job search theory and other scientific theories,the current situation is scientifically and objectively analyzed,so as to find out some existing problems and analyze the causes of these problems.Finally,according to the existing problems,the paper puts forward corresponding optimization suggestions to further improve the effectiveness of Fuzhou unemployment insurance policy in promoting employment.At present,the limitations of Fuzhou’s existing unemployment insurance policies to promote employment are mainly manifested in the unsound employment promotion policies,the ineffective effect of reducing the unemployment rate,and the need to improve the quality of employment promotion training,problems such as inefficient collaboration with public services.These problems are mainly caused by the lack of incentives for re-employment in the design of unemployment insurance policy,the unclear positioning of the effect of promoting employment,and the inadequacy of measures to promote employment training services,the regulation of unemployment insurance policy is insufficient.On the basis of these facts,this paper puts forward four suggestions for Fuzhou to continue to improve its unemployment insurance policy and enhance the effectiveness of employment promotion,deepen the concept of unemployment insurance policy,improve the quality of employment function training,and strengthen the supervision of unemployment insurance policy. |
