Administration of government affairs is an important part of party and government work and the basic support for the operation of party and government agencies.my country’s first "Regulations on Administration of Organ Affairs" listed socialization as an important direction for the reform of organ affairs management,and socialization as a fulcrum of the reform of organ affairs management originated from the government management reform under the perspective of "state and society",moving from new public management New public services and the promotion of the socialization of agency affairs management are the inevitable requirements of the reform of decentralization,administration and service and the construction of a service-oriented government in the new era.In the process of the transformation of agency affairs management to the direction of socialization,subject to many factors such as institutional mechanisms,functional responsibilities,ideological concepts,and interest distribution,there have been multiple management,fragmentation,overlapping functions,role deviations,lack of talents,and aging.,Rights,rent-seeking,performance failure,and other issues have seriously affected its security level and management efficiency,restricting the efficient operation of party and government agencies and the further improvement of governance capabilities.Chengdu Pengzhou Municipal Office Affairs Center is the second batch of demonstration units of economical public institutions in the country.It has launched a pilot program for the socialization of office affairs.The socialization reform,especially the socialization of logistics services,has taken the lead in the country and the province.During the reform process,it has accumulated Rich experience and lessons from failures.Systematic summary of Pengzhou government agency affairs management socialization cases,analysis of the contradictions existing in the process of socialization,and proposals to resolve contradictions are of great practical significance for promoting agency affairs management innovation and reform.At the same time,There are also few specific case studies on the socialization of agency affairs management in academic texts.Based on this,the topic of "Case Study on the Socialization of Office Affairs Management in Pengzhou City,Chengdu" is the subject.The research attempts to analyze the function construction,system optimization,and effectiveness in the process of the socialization reform of Pengzhou’s administrative affairs management through the longitudinal comparison method,finds the existing dilemmas,and proposes solutions and popularized empirical measures based on the theoretical basis of new public services..First,sort out government texts and academic research,and use this as a source to formulate a "function-system-efficiency" analysis framework.The three aspects of value highlight the typicality of the case,and then describe the case from the three aspects of the main process of social reform,basic practices,and important results.Then,based on the analysis framework,use the comparative method to longitudinally analyze the Pengzhou government agency affairs management before and after socialization.Differences and changes in the comparison,extract the existing dilemma in the comparison,summarize and analyze the related problems,and put forward countermeasures and suggestions.The study found that the dilemma of the socialization of agency affairs management is mainly the mismatch between power and responsibility in function construction,the coexistence of structural surplus and lack of talents in system optimization,and the dilemma of saving and achieving efficiency goals in performance.By clarifying the functional boundary Realizing statutory responsibilities,adjusting training models to improve the quality of the team,improving supervision and evaluation,and giving play to the two roles of the government and the market can promote social reform out of the predicament.
