Research On The Cooperative Supervision Mode Of Public Resources Transaction

The establishment and development of public resource transactions under the continuous reform and development of China’s economic system,from the initial "national distribution of public resources" in the planned economy era to the market economy implementation of "market allocation of public resources" after the reform and opening up,and constantly promote the market in public resources The market has played an important role in the allocation.The market has gradually become the basis for the allocation of national public resources.The supervision and management of public resource transactions has also received the attention of the state and the government.Transaction activities have also been supervised.All provinces and cities in China have gradually established a unified public resource trading platform.There are three main supervision modes,namely,"industry decentralized supervision","comprehensive supervision + decentralized industry supervision" and "unified supervision".However,there are still outstanding problems such as the coexistence of supervision by multiple entities and lack of supervision in supervisory practice.To this end,the National Development and Reform Commission issued a document in May 2019 to propose macro requirements for the implementation of coordinated supervision,which provides an overall idea for further strengthening transaction supervision.The construction of collaborative supervision aims to establish a new supervision model with clear responsibilities,mutual coordination and close cooperation.Therefore,the article focuses on how to construct "collaborative supervision" and analyzes the premise and operating basis of "collaboration".After sorting out the literature and summarizing the basic concepts of public resource transactions,transaction supervision,and collaborative supervision,based on the theory of coordination,power checks and balances,and administration by law,the issue of transaction supervision in China is the starting point,and then the implementation of public resources is proposed.The specific countermeasures of the transaction coordination supervision model include the construction of a long-term cooperative supervision organization mechanism,the strengthening of the top-level design of the coordination supervision from the institutional level,and the realization of the coordination and cooperation of comprehensive supervision and industry supervision by clarifying the responsibility boundary of the supervisory body,and finally through innovation Regulatory measures to achieve real coordinated supervision of public resource transactions.
