Research On The Optimization Path Of New Citizen Community Participation Driven By Cultural Construction

With the rapid development of urbanization,the scale of urban population has increased substantially,the flow of personnel has increased,and great changes have taken place in politics,economy and culture.Since the 1970 s,China’s social structure has changed from the traditional agricultural society to the industrial society,and its economic system has shifted from planned economy to market economy.The dual structure of urban and rural areas has been broken,and a large number of surplus labor and social groups have poured into cities.The fundamental starting point and foothold of urbanization process is the urbanization of people.With the migration of population,it not only leads to the change of geographical space,but also causes a series of great changes in economy,society,culture and other aspects.New citizens are in the process of urbanization in our country has a special and large groups,for the city’s economic development and made great contributions to the social life,but the city new citizens and local citizens in such aspects as cultural concept,way of life there is a big difference,after the new citizens in geographic migration is unwell,the activities in the community participation and the transaction is not high,no strong immersive,bring certain difficulty to community governance,new governance problems have emerged.In this context,it is of great significance to study the community participation of new citizens to promote the urbanization process,improve the grass-roots social governance system and create a harmonious society.Yiwu,Zhejiang Province is an international county-level city,As the world’s largest distribution center for small commodities,a typical region of China’s reform and opening up and a strategic fulcrum city in the process of "the belt and road initiative" construction,Yiwu attracts people from all over the world to do business,work and live.Yiwu covers an area of 1,105 square kilometers,as of September 2019,the total population of Yiwu has reached 2.3 million,a record high,including 836,000 local registered population,1.478 million floating population,13,000 resident foreign businessmen and 164,000 ethnic minorities.People from more than 100 countries and regions and 53 ethnic groups have started businesses in Yiwu to make a living.It is also the first county-level city in Zhejiang Province where the floating population exceeds the local population.In this paper,the C Street with the largest floating population in Yiwu is taken as the research object.On the basis of fully understanding the actual situation and existing work of C Street in Yiwu,using scientific evaluation methods and tools,combining theory and practice,we try to study how to solve the new problems in community governance,how to make new citizens integrate into urban communities as soon as possible,and how to drive new citizens’ community participation by cultural construction.In terms of research ideas,this paper uses social integration theory,harmonious community construction and other theoretical basis.Firstly,it summarizes,combs and analyzes the relevant literature on community governance,community culture construction and new citizens’ community participation at home and abroad.Then,taking C Street of Yiwu City,Zhejiang Province as a typical case,through questionnaire survey,interview and other methods,the empirical investigation of the overall pattern of community participation of new citizens in Yiwu C Street,including the basic situation,the current situation of community participation of new citizens and existing problems.Then,it summarizes and elaborates the problems existing in the community participation of new citizens in Yiwu C Street,tries to improve it through the path of community culture construction,makes many active and effective innovative practice exploration,and analyzes the problems existing in the practice and the reasons for the problems.Finally,the research conclusions of this paper are further clarified.From the four aspects of institutional environment,resource allocation,demand orientation and environment building,the optimization path of cultural construction driving new citizens’ community participation is proposed,and the prospect of follow-up research is proposed.In short,starting from the current situation and problems of new citizens’ community participation,this paper takes C Street of Yiwu City as a typical case,and holds that there is a positive correlation between urban community cultural construction and new citizens’ community participation,and that it is effective and of practical significance to drive new citizens’ community participation with cultural construction.
