Research On Supervision Of Communication Infrastructure Construction In Zhangjiagang City

The telecommunications industry is related to people’s livelihood and the foundation for the rapid development of the national economy.Communication infrastructure is a national strategic public resource.In order to meet the growing communication demand,we must vigorously build and develop communication infrastructure.However,in the process of the continuous development and growth of China’s telecommunications industry,many problems have also been exposed,such as the repeated construction of communication infrastructure The monopolistic behavior and disorderly competition in the communication market have caused friction with the local public interest demands,resulting in a significant reduction in the government’s regulatory capacity and regulatory effect on the communication infrastructure.Based on the above research background,this paper takes Zhangjiagang City as the research object,the supervision of communication infrastructure construction as the research content,and the public goods theory,market failure theory and government supervision theory as the theoretical basis.This paper discusses the necessity of supervision on the construction of communication infrastructure from the aspects of the natural monopoly characteristics of telecommunications industry,the public service attribute of communication infrastructure and the embodiment of security as a key information infrastructure.This paper analyzes the supervision system of Zhangjiagang communication infrastructure construction from the supervision subject,supervision object and supervision means,and briefly describes the supervision contents of universal service,repetitive construction of communication infrastructure,sharing of communication infrastructure and quality of communication infrastructure.As the top three county-level cities in the top 100 counties,Zhangjiagang attaches great importance to the development of communication infrastructure and has established corresponding supervision processes.Communication infrastructure has developed rapidly and co construction and sharing have been continuously promoted.However,with the increasing demand for communication and the renewal of communication technology,there are still many problems in the supervision of communication infrastructure construction in Zhangjiagang City.The lack of coordination between regulatory agencies,the lack of regulatory manpower,the lack of professional skills,and various disorders still exist,which hinder the operation of Co Construction and sharing,and the lack of supervision on the service quality of communication facilities After the co construction and sharing of communication infrastructure,there are management vulnerabilities,which affect the utilization rate of equipment.Comprehensive analysis,there are mainly some reasons,such as the imperfect supervision system,the fuzzy supervision positioning of local governments,the low level of supervision laws,the imperfect local regulations and the particularity of supervision objects.In view of the problems existing in the supervision,this paper proposes that the supervision should aim at improving the communication quality,and the supervision should run through all stages of the early infrastructure construction and the later optimization construction of the communication infrastructure.First,we should improve regulatory institutions,clarify the positioning and functions of regulatory institutions,implement the responsibilities of regulatory subjects,improve the accountability mechanism of regulatory institutions,and strengthen the construction of regulatory teams;Second,we should improve the regulatory legal system and administrative regulations,deepen co construction and sharing and improve the regulatory effect by strengthening resource management and improving common dimension;Third,we should strengthen the performance of social responsibility by telecommunications enterprises,formulate social responsibility standards,and give play to social supervision.
