Discipline inspection and supervision letters and visits refer to the people reporting and accusing party members and cadres or party organizations of violations of discipline to the discipline inspection and supervision organs at all levels through letters,visits,telephone calls,and the Internet.In actual work,the work of disciplinary inspection and supervision of letters and visits is also called the work of reporting letters and visits.Discipline inspection and supervision petition work is called small petition compared to large petitions,and it is also part of the petition work.After the 18th National Congress of the Communist Party of China,the central government has gradually strengthened the anti-corruption work.Especially since the reform of the supervision system,the discipline inspection and supervision organs have dealt with a large number of cadres who violate the law and discipline.Remarkable achievements have been made in the anti-corruption work.The trust and confidence of the masses in the discipline inspection and supervision organs have gradually strengthened.More and more people like to go to the discipline inspection and supervision organs to reflect problems.A large number of letters and visits outside the scope of business are also "wearing" The form of "wearing a hat" has been applied to the complaint reporting channels of discipline inspection and supervision,and even produced some "professional petitioners",and the grass-roots discipline inspection and supervision organs are facing huge pressure.Discipline inspection and supervision letters and visits are not only the first procedure of disciplinary inspection and supervision work,but also an important channel for disciplinary inspection and supervision agencies to obtain clues to problems.However,a large number of letters and visits in the form of "dressing and wearing hats" outside the scope of business have greatly increased the workload of grass-roots discipline inspection and supervision organizations.At the same time,because a lot of energy is involved in these letters and visits in the form of "dressing and wearing hats",the work efficiency of discipline inspection and supervision departments is also greatly reduced.In turn,it makes the reporting masses dissatisfied,resulting in the increase of the number of leapfrog visits and collective visits Gradually increasing,increasing the social instability.It is a new challenge for the grass-roots discipline inspection and supervision organs how to deal with the current petition work of grass-roots discipline inspection and supervision in accordance with discipline and law.The author is a member of the Discipline Inspection Commission of X county,Zhejiang Province.X county is a small county with a permanent population of only 300000 in Zhejiang Province,but the number of letters and visits from the discipline inspection and supervision departments of X county is equivalent to that of a city with a permanent population of more than one million.The author takes the disciplinary inspection and supervision letter and visit work carried out since the reform of the X County disciplinary inspection and supervision system as an example,analyzes the current situation of the disciplinary inspection and supervision letter and visit work in X County,summarizes the existing problems,explores the causes of the problems,and proposes corresponding countermeasures.Taking a case of X County,it provides some ideas for solving the problem of basic-level discipline inspection and supervision.
