| It is an important content of deepening the reform of cadre and personnel system in our country to constantly improve the cadre assessment and evaluation mechanism.As the supervision and administration authority of the state inbound and outbound,and the vertical administrative department of the state council,China customs has its own special duties and team management.To improve the civil servants assessment system,the customs has both advantages and also needs to solve the common problems existing in the assessment of civil servants of party and government organs.The third plenary session of the 18 make a decision on some major problems comprehensively deepen reform,not only put forward again to reform and improve the cadre evaluation system,it puts forward the reform tasks are also put forward higher requirements for the customs duty.It is an inevitable requirement for the China customs to strengthen the management of the cadre team and implement the task of comprehensively deepening reform.In this paper,in the context of comprehensively deepening reform,review in China to explore the practice of the assessment of civil servant performance appraisal peace process,analysis of the main problems in the current customs civil servants assessment,summary and draw lessons from foreign civil servants assessment system on the basis of the experience and enlightenment,according to comprehensively deepening reform of the China customs work requirements and the characteristics of the customs system,the related contents in the assessment of performance appraisal in peace organic combination,proper introduction of new public management theory about point of view,with emphasis on the evaluation index and evaluation procedures,to improve China’s customs civil servants assessment system is studied.Put forward under the unified appraisal system,take the “qualitative content quantitative assessment,according to the customs business features classification set up evaluation index system,according to the different responsibility differentiation set up assessment index appraisal weight”,meet the requirement of differentiation,strengthen the assessment of scientific,pertinence and maneuverability,formed a more scientific and effective customs civil servants assessment system framework,in order to distinguish that,one who works hard or not,give full play to the functions of cadre achievement assessment incentives to spur.Guide cadres in his place,for his administration,for his work,for his effect.Make China customs civil servants assessment system to better adapt to the new era new task requirements,better to complete all tasks of comprehensively deepening reform,better to establish modern customs system and reinforcing the team of customs servants. |
