As an effective management tool,performance management was first applied to enterprises.With the continuous renewal and transformation of government management ideas and the in-depth popularization of public management theories such as new public management,government and other public management departments pay attention to performance management.In China,the government performance management system has been explored and initially established in the 1970 s,but due to the lack of theoretical knowledge and experience.The development of government performance management is slow and the effect is not remarkable.As the most basic administrative unit,township government is an important link to upload and release all kinds of information,playing an irreplaceable function.In order to strengthen the management ability and governance effectiveness of the party and government under the new situation and improve the management ability of grass-roots township governments,it is indispensable to improve the performance management ability as the technical support.The development of performance management in China started later than in western countries,and the development of township governments is slower than that of provinces and cities.Therefore,the performance management of domestic governments is still imperfect.The author was publicly recruited by the three branches and one support management office of Kenli District,Dongying City,Shandong Province in 2014 to work in the subordinate township government.So far,this paper will take the L town government of Kenli District,Dongying City as an example to analyze,study and judge,and find out some prominent problems through the analysis of the current situation of L town government performance management.First,the main body of L town government performance management is unreasonable.The setting of leadership subject has not achieved independence and unity;The main body of management and execution has strong personnel mobility,lack of professional ability and low efficiency.Second,the performance management system of L town government is missing.There are some aspects in performance management,such as imperfect communication and feedback,imperfect information disclosure,imperfect reward and punishment incentive mechanism and so on.Third,the performance evaluation indicators and mechanism of L town are not perfect.It mainly includes five aspects: first,the performance evaluation is dominated by economic indicators and lacks other indicators;second,the administrative cost indicators are ignored;third,the evaluation method is biased towards qualitative analysis and there are problems in the setting of index weight.Fourth,the scope of evaluation subject is narrow.Fifth,ignore process control and lack of feedback on evaluation results.Finally,the problems and reasons of performance management found in the investigation and research are put forward.The main body of the performance management mechanism is perfected,the government performance management system is perfected,and a scientific performance evaluation system is established.The purpose is to attract the government’s attention with the guidance of the above measures,and improve the performance management level of township governments through the performance management system in daily work. |
