Research On "Integrated" Management Of Public Security Science And Technology Projects In S City Based On ESIA

At present,like a raging fire,the construction of intelligent public security is advancing vigorously.For speeding up the pace of public security science and technology construction,public security organs at all levels have formed a consensus,but how to adopt scientific and effective project management methods to improve the performance of fund use is still facing various problems in practice.Public security science and technology projects have the characteristics of one-time,uniqueness,large investment amount and long construction cycle.If they are not scientifically designed from the management object,management procedure and incentive mechanism,and lack of effective planning and scientific and unified operating procedures,they are prone to the phenomenon of "three heavy and three light" in practice,which hinders the healthy development of public security science and technology.Through consulting relevant literature,sorting,screening and comprehensive analysis,this paper summarizes the theoretical knowledge of science and technology project,project management,process optimization and performance evaluation,so as to form a scientific understanding of public security science and technology project management;The research is based on ESIA method and takes S public security science and technology project as the object.Based on the analysis of the current situation of its project operation management,some projects are selected as survey samples,the main problems existing in the current project management are discussed through text analysis and interviews from three aspects of project management,budget management and technical management,the concept of integrated management system is introduced,and the existing management process is reengineered and optimized by ESIA method.The purpose is to optimize the management process of public security science and technology projects,improve the management performance evaluation methods,establish an integrated management system of science and technology projects,and continuously optimize the management,which can promote the construction of intelligent public security on the track of virtuous circle.Through research,this paper finds that there are some problems in the current S City Public Security Science and technology project management,such as lack of planning guidance for project initiation,slow renewal of project management system,low degree of implementation,complex and inefficient project management process,unclear rights and responsibilities of project management,poor coordination,lack of comprehensive performance evaluation of the project and so on.This paper uses the ESIA method to reengineer and optimize the existing management process,and compares the case of "public security * * system of S Municipal Public Security Bureau" with the previous public security science and technology project management.It is found that the integrated management can effectively avoid the management vacuum in each stage of the project,strengthen the coordination of various departments,speed up the project construction progress and improve the supervision and management function,It has played a good and positive role in the completion effect of the project.
