Research On Personal Privacy Protection In Local Government Data Opening

Data is a strategic resource of the country.Governments at all levels have a large number of key data from the public in their hands.These data are public resources of the society,the maximum opening of these data is advantageous to the full utilization data energy,displays the value of the data.Government data opening is an important way to promote the interaction between the government and the people,enhance the government’s governance ability and promote the transformation of the government’s service function,they also have to face the problem of privacy invasion caused by personal data abuse.On the one hand,there is a risk that Government Data Opening will divulge personal privacy and infringe upon citizens’ right to privacy.On the other hand,excessive emphasis on privacy protection may reduce the quality of data,public interest and national competitiveness.So the question is,how can we improve the transparency of government data while protecting the privacy and security of individuals?At present,domestic and foreign scholars have made a large number of studies on the privacy security of Government Data Opening from different perspectives,but they are all discussed from a single perspective.Therefore,This research is based on the multi-public administration view and the new public service theory,Combining existing research with field research,selecting the X City as a case,to discuss the Privacy Protection of government open data from various angles.It analyzes the current situation and existing problems of personal privacy protection in local government data opening from three levels of legal protection,management protection,and technical protection.The study found that there are problems such as incomplete privacy protection legal system,incomplete privacy impact assessment procedures,lack of privacy protection related departments and positions,privacy data supervision needs to be strengthened,lack of risk prediction and prevention models,and imperfect construction of data open websites.Combining with the advanced practical experience of privacy protection in New Zealand Government Data Opening,based on the current situation and problems analyzed in the previous article,it is proposed that the privacy security protection system of my country’s local government data openness can be improved from the following aspects to improve the privacy protection legal system and privacy impact Evaluation procedures,the establishment of special privacy management departments and positions,strengthening the supervision of data,accelerating the development of risk prediction and prevention models,and accelerating the construction and improvement of data open websites.
