The Problems And Solutions Of Network Transaction Supervision In The Baoying County

Online consumption is developing rapidly.But many problems appeared at the same time.Consumer rights protection is difficult.On the one hand,Sales of "618" and "double 11"trigger a national carnival and keep breaking records.The interaction of Mr Pan and Gazi reduced to a joke,An famous anchor was fined 1.341 billion for tax evasion.E-commerce platforms have become a distribution center for fake and shoddy goods,a microphone for false advertise,a haven for infringement of the consumer rights.What should we do about the network consumption?How do consumers,operators,regulators and the public achieve co-governance and sharing?We should correctly view the role of platform economy in the construction of a new development pattern of economic pattern with domestic major circulation as the main body and domestic and international double circulation mutually promoting and the economic anti-globalization beacause of the context of frequent economic sanctions by Western countries led by the United States.We will continue to adhere to the principle of inclusiveness and prudence to emerging businesses,exercise stronger oversight over illegal activities and protecte the online consumption environment.This paper introduces and analyzes the status quo of online transaction supervision in Baoying County from three aspects:current situation of online consumption,online transaction supervision practice and achievement.Through questionnaire survey and case analysis,the existing problems are analyzed from the five aspects:the effectiveness of monitoring,capacity of law enforcement personnel,quantity and quality of assigned cases,departmental coordination and new e-commerce platforms.The reasons are found in five aspects,such as the difficulty in obtaining evidence of offence,the lack of professional training of law enforcers,the backwardness of monitoring law enforcement technology,the failure to effectively implement the cooperation mechanism of law enforcement departments,and the blank supervision of the emerging network economic model.This paper introduces the experience of network transaction supervision in Yuhang District,Hangzhou City,Zhejiang Province and Shuyang County,Suqian City,Jiangsu Province,and summarizes the enlightenment.We learned the platform supervision experience of Yuhang District,and absorbed the new model of Shuyang County,which fully launched mass autonomy and multi-department cooperation to develop rural e-commerce.This paper expounds the countermeasures and suggestions from five aspects:We will encourage online consumers to consume rationally and protect their rights in accordance with the law and urge e-commerce operators to operate and expand industries in accordance with the law to strengthen the publicity and guidance of network consumption safety.Establishing and implementing the cooperation mechanism of network transaction supervision from the internal market supervision department and county department coordination.Strengthening regional cooperation breaks the problems of cross-regional law enforcement.Optimizing the law enforcement team,strengthening professional training and using the on-site inspection means to improve the level and efficiency of network transaction supervision.Using modern network technology,such as the platform system,to improve the monitoring capacity and increase conversion rate from problem clues to case.Improving the supervision of the emerging network economic model and achieve full coverage of monitoring.We will improve supervision of emerging network economic models such as live streaming e-commerce platforms and social e-commerce platforms.
