Public selection of civil servants is the second selection in the civil service,and it is an important institutional innovation in civil service management in China.The public selection of civil servants contributes to the continuous optimization of the talent structure and offers civil servants widely career development.However,due to the shortcomings of the public service open selection system,the effectiveness of the open selection system has been affected in some aspects.Therefore,how to take effective countermeasures to improve the shortcomings of the open selection system and improve the knowledge,measures and system of the open selection system for civil servants has a certain research significanceThis thesis focuses on the public selection of Yangzhou,taking Yangzhou as the research object,using questionnaire survey and case analysis as the research methods,and based on the theory of structural optimization and talent flow.After that,summarizes the current situation and achievements of public selection in Yangzhou.Then analyzes the main causes of the current situation,puts forward some countermeasures to improve the public selection in Yangzhou.In general,the overall operation of public selection in Yangzhou has been running well with the support of the Yangzhou government.By the end of 2021,there were 167 civil servants had been selected in Yangzhou.However,even the public selection system of Yangzhou City is generally in line with the goal of public selection,but it still faces many problems,such as setting too strict selection criteria and unreasonable selection process.The main reasons of these problems are:lack of rationality of qualification for entrance examination,lack of scientificity of selection procedure,imperfect selection system,etc.Therefore,through strengthening the institutional construction of public selection,standardizing public selection criteria and establishing a scientific inspection and evaluation system,we can further improve the public selection of public servants in Yangzhou.The innovation of this study is to make a detailed analysis of the public selection in Yangzhou,dig out the problems,analyze its causes,and put forward targeted countermeasures combined with the reality of Yangzhou.The deficiency is that the research object is a prefecture level city,and the public selection of prefecture level cities should be based on their own reality.Therefore,the problems existing in various places may not be fully corresponding to Yangzhou.Therefore,the corresponding countermeasures may also vary from place to place,and the representativeness of the research conclusions may not be strong. |
