Research On The Problems And Countermeasures Of Collaborative Governance Of City Appearance And Environment In Yizheng

In the new historical period,the major social contradictions in China have undergone major changes.People are no longer only satisfied with material needs,but full of longing for a better life.With the continuous acceleration of urbanization,the population is increasingly concentrated in cities and central towns.The improvement of urban appearance and environment is related to the improvement of residents’ happiness index,and also directly affects the people’s satisfaction with local governments in urban governance.For a long time,Yizheng City has continuously strengthened the renovation of the city’s appearance and environment,and is committed to creating a beautiful business card of the city’s appearance and environment.However,there has also been a cycle of"Renovation-resurgence-renovation".Therefore,Yizheng City has gradually explored and promoted the coordinated governance of the city’s appearance and environment,and achieved certain success.However,there are still some problems in the specific practice,which have affected the continuous improvement and promotion of the city’s appearance and environment.Based on the theory of collaborative governance,this paper takes the specific practice of collaborative governance of Yizheng city’s appearance and environment as the research object.On the basis of sorting out and analyzing the existing research results,this paper uses the questionnaire survey method and interview method to collect a large number of information and data,and analyzes the existing problems of collaborative governance of Yizheng city’s appearance and environment:weak coordination among government departments,insufficient participation of social forces in governance,poor role of collaborative system and mechanism The main governance capacity needs to be improved.It also analyzes the reasons for the problems from four aspects:the guarantee of the rule of law,the awareness of coordination,institutional mechanisms and capacity-building,including:imperfect laws and regulations on urban appearance and environment,lack of legal guidance for urban management reform,unclear legal status of social forces participating in urban appearance and environment governance,the standard ideology of government departments,enterprises and merchants considering their own interests,insufficient willingness of the public to participate,poor cooperation and communication,absence of performance reward and supervision system The capacity of the urban management team is insufficient,the publicity of law popularization is insufficient,and the governance means are lack of innovation.Through the study of literature,drawing on the experience of coordinated governance of other cities’ appearance and environment,and combining with the actual situation of coordinated governance of Yizheng city’s appearance and environment,the author puts forward countermeasures to build the legal guarantee of coordinated governance,enhance the concept of coordinated governance,improve the system and mechanism of coordinated governance,and promote the construction of collaborative governance capacity,so as to promote the substantive improvement of the level of coordinated governance of Yizheng city’s appearance and environment,and make the city management more standardized Professionalization,depicting a better city image.
