Research On The Constrsction Of Characteristic Doing Business In Beijing Based On Ecosystem Theory

Doing business is an important foundation of the market economy system,and it is also an important factor to show the national competitiveness.After the 18th National Congress,it has been gradually promoted to the national strategic level,and the "14th Five-Year Plan" has risen to the same important position as the monetary economy.Optimizing doing business can not only promote the reform process of the national "distribution service",but also help build a service-oriented government,which is the inevitable path for the transformation and upgrading of the market economy system in the new era.As one of the national "models",Beijing’s doing business construction is facing the transformation dilemma of its own "transformation and upgrading"while spreading its experience and practices to various provinces and cities in China.It needs to make up its shortcomings while strengthening its strengths,and it also needs to have a forward-looking vision,make overall plans and advance systematically.The existing research on the construction of doing business focuses on the setting of evaluation index system,the correlation between specific indicators and related industries,and the optimization path.Based on the ecosystem theory,this paper analyzes the present situation of Beijing’s business environment construction,finds out the related problems in five environmental levels:government affairs,market,legal policy,humanities and regional coordination,and puts forward countermeasures and suggestions to optimize Beijing’s business environment construction from three aspects:optimizing intelligent services,innovating management mechanism and promoting regional coordination.Taking the ecosystem theory as the starting point to study the business environment construction in Beijing,we can find that the goal of the business environment construction in Beijing should not only stay in improving the efficiency of government work,simplifying the administrative examination and approval process,and improving the satisfaction of enterprises,but more importantly,the interaction among the main systems and the improvement of a series of medium and macro environmental factors such as political ecology,public services,infrastructure and ecological environment in the longer term.
