| At this stage,China is in a critical period of social transformation.The connection between the government and social organizations and grassroots self-government organizations have become more frequent,and the enthusiasm of social organizations and grassroots people to participate in social management has also increased significantly.Under the new situation of continuous changes in the management methods between the Chinese government and grassroots social organizations,public welfare jobs have not yet undergone reforms and innovations,and their role in helping employment has also been limited to a certain extent.The implementation of this policy has revealed The problems are also increasing.In recent years,in order to get rid of poverty and consolidate the results of poverty alleviation,all parts of the country have devoted themselves to the development of public welfare jobs,and public welfare jobs have been sought after by local governments and people in difficulties for a while.Although the temporary social problems have been solved,in the long run,if the problem of public welfare job management cannot be solved in a timely and effective manner,it will affect the smooth operation of the society over time.This article selects Yan’an City,Shaanxi Province as a research case,takes the new public management theory,public policy implementation theory,and human capital theory as the guiding basis,adopts the literature analysis method,questionnaire survey method and interview method,and conducts the management of public welfare posts in Yan’an City.Field research found that the main problems are as follows:there are defects in the development and recruitment of public welfare posts;the rights and interests of employees are lacking;the assessment system is lacking,and the training of employers is insufficient;the ability of job transfer is lost,etc.After analyzing the existing problems from the three perspectives of the policy itself,employers and practitioners,it is found that the main reasons for the problems are:the content of the public welfare position policy in each region is different;the implementation of the public welfare position policy of the employer is affected by many factors restrictions;practitioners have some deviations in their perceptions of public welfare position policies.Based on the above analysis,the following countermeasures and suggestions are put forward:(1)innovate management standards and provide institutional guarantees;(2)integrate social resources and cultivate organizational growth;(3)give full play to the role of party building and carry out energy-increasing training;(4)mobilize social forces,improve the job transfer model. |
