Under the background of innovating the government management mode and comprehensively deepening the reform of social organizations,as an important measure for the government to change its functions and realize the"small government and large society",the purchase of services by the government has always attracted the attention of all sectors of society.Nowadays,as government purchased services occupy an increasingly important position in the provision of public services,in order to evaluate the efficiency and effectiveness of government purchased services more objectively,impartially,independently,and professionally,third-party assessments have begun to develop and gradually developed.In practice,as an effective management tool,third-party evaluation can provide professional advice and opinions on government procurement service projects and social organization development.Besides,it also continuously promotes the government to provide public service levels and social organization capabilities,and promote social stability and harmony.Therefore,the research on the evaluation mechanism of third-party institutions participating in government procurement services is not only conducive to its standardization development,but also beneficial to the development of third-party assessment and development in other fields of society.This article recognizes and draws on existing research results,and based on embedded theory,taking the supportive evaluation project X of the Y City Women’s Federation as an example,by participating in the field observation of the evaluation work of the third party organization Q,conducting in-depth interviews with the leaders of Y City Women’s Federation,third party organization Q,and some participating social organizations and Questionnaire surveys on the staff of social organizations evaluated by Q agencies,revealing the behavior logic of third party evaluation organization Q embedded in government purchase services,including embedded subject,Embedding process and embedding results.And further applied the factor analysis method,it was found that in the practice of this act,the third-party evaluation agency Q mainly faces the subject’s dilemma,technical dilemma and process dilemma,which hinders the effectiveness of supportive evaluation.Therefore,this article starts from the system consisting of service purchasers,contractors,and evaluators,and proposes an optimization path for the third-party organization Q to embed government purchase services,including optimizing system embedding,enhancing supporting guarantee mechanisms,and improving technology embedding,improving the mechanism of "promoting construction through evaluation" and the embedding of debugging relationships,constructing a benign cooperation mechanism to promote the effective development of third-party assessment activities and support the construction and development of social organizations. |
