Study On The Legal System Of My Country’s Express Package Cyclic Utilization Under The Concept Of Green Development

With the further arrival of the "internet plus" era and the vigorous development of e-commerce,the express packaging industry has also maintained a high growth rate in recent years and has become a hot industry in China.However,we must realize that at present,China’s express packaging industry can’t realize the recycling of packaging materials in the process of development,so there are many problems,such as large amount of packaging,unfriendly environment and low utilization efficiency,which not only wastes a lot of social resources,but also brings some negative impacts on human health.Therefore,under the concept of green development,actively promoting the green and standardized recycling development of express packaging industry is not only an important measure to practice the concept of sustainable development,but also an essential part of strengthening corporate environmental responsibility awareness and ecological environmental protection construction.Today,when the concept of sustainable development is advocated,the problem of environmental protection is imminent,and it is an important factor that directly affects the survival and development of all mankind.Therefore,circular economy will become an inevitable model of future economic development,which requires us to vigorously promote the development of green packaging.This paper studies and summarizes the present situation and main problems of green express packaging development in China from different angles such as packaging standards,technological innovation and industrial structure.Due to the lack of integrity of laws and regulations on express packaging in China,there are many problems such as scattered legal provisions,unclear subjects,confused standards,etc.Therefore,after absorbing and learning from the experience and lessons of foreign express packaging recycling,it is pointed out that the green development of express packaging in China should be promoted from the construction of legal system.On the basis of learning from the advanced experience and practices of foreign packaging recycling and strengthening cooperation with third-party organizations,The article holds that the construction and perfection of the legal system of express packaging is based on the circular economy theory,with the extension of producer responsibility system as the goal and the product life cycle theory as the framework of constructing the legal system of express packaging,so as to improve the legal countermeasures of green express packaging in China and provide necessary help and support for the road of green legal construction of express packaging in China.At the present stage,the development of China’s market economy has entered a new normal stage,from the original high-speed growth to the high-quality growth stage.Both the social structure and the economic structure are in a critical period of transformation and upgrading.Zhu Liyang,director of the Resources and Environment Business Department of China International Consulting Co.,Ltd.,said,"Today’s express delivery industry is in a stage of rapid development,and it inevitably leads to a significant increase in the negative external characteristics of environmental impact." To solve the pollution problem at present,it is necessary to speed up the formation of green development mode.Only when the pollutant discharge comes down from the source can the ecological environment quality be obviously improved,and the structure should be adjusted,the layout should be optimized,the industry should be strengthened,the whole chain should develop green,and the modernization of harmonious coexistence between man and nature should be built.At the second national eco-environmental protection work conference,Xi Jinping put forward the idea of accurately understanding green development,profoundly absorbing historical experience and lessons,transforming the development mode and realizing high-quality development.Green economy,which is respected by all countries in the world at present,is a market-oriented economic form based on traditional industrial economy.Its fundamental purpose is to realize the harmonious development of economy and environment.It is a development state that meets the needs of environmental protection and health in the process of human development,so it should also be reflected in China’s express delivery industry.
