party,government,and enterprise within the state-owned enterprise.From the "integration of party,government and enterprise" at the beginning of the founding of the country to the "separation of party,government and enterprise" during the reform and opening-up period,to the new era of socialism with Chinese characteristics."New heights" are integrated into the governance system of state-owned enterprises.Throughout the seventy years of development of the decision-making system of state-owned enterprises,the party organization has played a leading role in this process.The purpose of the reform of state-owned enterprises is to continuously improve the quality and level of the decision-making system of state-owned enterprises,continuously optimize the leadership of the party committee,and strive to resolve structural contradictions in the decision-making system.This article divides the decision-making system of state-owned enterprises into five periods as the starting point for research.Use historical analysis and system analysis to analyze the structural contradictions in the decision-making systems of state-owned enterprises in the five major periods.The period from 1949 to 1977 was the establishment of the decision-making system of state-owned enterprises;the period from 1978 to 1987 was the transition period of the decision-making system of state-owned enterprises;the period from 1988 to 1999 was the period of independence for the decision-making system of state-owned enterprises;and the period from 2000 to2015 was the period when the decision-making system of state-owned enterprises was independent.Development period: 2016--now is a new period for the development of the decision-making system of state-owned enterprises.Centering on the seventy-year development of the decision-making system of state-owned enterprises,analyze the issue of "no separation between government and enterprise and system gaps" during the establishment of the state-owned enterprise decision-making system;the issue of "imbalance of power and responsibility" of the reformers of state-owned enterprises during the transition period of the decision-making system;decision-making during the independent period of the decision-making system The main body’s supervision effectiveness is insufficient and the party organization structure is out of touch with enterprise reform;the problem of insufficient internal production enthusiasm in state-owned enterprises during the development of the decision-making system;and the conflict between the board system and the leadership decision-making of the party organization in the new era of the development of the decision-making system.In response to new problems and new contradictions in the decision-making system of state-owned enterprises at different stages,state-owned enterprises themselves continue to reform,centering on the relationship between government and enterprise,from the separation of government and enterprise during the establishment period to the reform and opening up period of "delegating power and concession" reform to expand the autonomy of enterprises Right to promote the transformation and upgrading of the decision-making system;the establishment of the "Enterprise Law" and the modern enterprise system during the independent period of the decision-making system laid the legal foundation and modernization cornerstone for the decision-making system of state-owned enterprises;the new era of the development of the decision-making system,the establishment of a modern state-owned enterprise system with Chinese characteristics.The party once again led the reform of state-owned enterprises and corporate governance at a new historical height,embedded the party organization in the corporate governance structure,highlighted the importance of the pre-decision-making procedures of state-owned enterprises,and confirmed that "discussion precedent" is in the governance structure of state-owned enterprises.The highest effectiveness in the state-owned enterprise decision-making system provides a scientific way to solve the structural contradictions in the decision-making system of state-owned enterprises.It shows that the leadership level of the party organization of state-owned enterprises has improved,marking a new stage of the state-owned enterprise’s decision-making system.This concludes the four major logical characteristics of the role of party organizations in the decision-making system of state-owned enterprises: political leadership,subject governance,organizational embeddedness,and institutional security.In the process of the evolution of the decision-making system,the party organization leads the development of state-owned enterprises,highlighting the political leadership of the party organization;in the process of state-owned enterprise governance,the party organization continuously improves the ability and level of governance,optimizes the corporate decision-making structure,and highlights the main body of the party organization Governance;In addition,decision-making organizations such as party organizations,boards of directors,and boards of supervisors are embedded in the decision-making system of state-owned enterprises,showing organizational embedding;and the organizational security of
