The number of civil servants nationwide was first revealed by the Ministry of Human Resources and Social Security in May 2016,showing that by the end of 2015,there were 7.167 million civil servants nationwide,and in the two years since then,the number has increased by nearly 1million.Contrary to the reality of a growing civil service,the results of various surveys show that civil servants’ job satisfaction level is declining.In the context of the State and the People’s growing expectations on civil servants,surveying civil servants’ job satisfaction level,studying the inter-relationship between work values,organizational climate and job satisfaction level,and how organizational identification,organizational justice and transformational leadership affects job satisfaction,is particularly relevant.Based on social exchange theory,the model deployed by this study selects work values and organizational climate as independent variables,job satisfaction level as dependent variables,organizational identity as a mediating variable.Also,this model suggests that organizational justice and transformational leadership play a moderating role.Using relevant maturity scale and adjusted it according to the the preliminary investigation,a formal questionnaire was formulated and distributed to 200 ci vi l serv a nts in Sh antou C it y.A total of 195 valid questionnaires were collected.Deploying SPSS software,reliability and validity analysis,descriptive statistical analysis,correlation analysis and regression analysis were conducted to verify the model and the hypothesis.The results show that:The work values,organizational climate and satisfaction level of ci vi l ser van ts i n Sh ant ou Ci ty are all in the middle level.The mediating effect of organizational identity on work values,organizational climate and job satisfaction level of ci v il se rvan ts i n Sha nt ou C ity is significant.Since civil servants hope to be treated fairly and have leaders that can stimulate their work motivation,organizational justice and transformational leadership play a moderating role in influencing organizational identity through work values and organizational climate,which has a significant impact on the level of job satisfaction level of the studied group.Therefore,civil service administrators in Shantou City should put an emphasis on promoting civil servants’ good sense of work values and positive organizational climate as an important measure to strengthen the management of civil servants.Specific measures include guiding civil servants to establish correct work values,using work values as an important evaluation criterion in civil servants’ selection and promotion processes,adopting a "human-centered" management mindset,creating a positive and favourable organizational climate and empowering civil servants to take more initiatives in their work,are recommended.Meanwhile,administrators should also enhance the perception of organizational justice among civil servants and cultivate transformational leadership style in their leaders,so as to comprehensively improve the job satisfaction level of civil servants in the City.
