Food safety is not only one of the most concerned livelihood issues,but also a major political issue.Although the country has adopted a series of major policies and measures to strengthen food safety supervision,which has eased the severe situation of food safety,food safety accidents still occur from time to time,and people’s attention to food safety remains the first place.In 2019,Chao’an District began the reform of market supervision system.This paper aims to analyze the reform of food safety supervision system in Chao’an District based on the seamless government theory,with a view to building a scientific and complete grass-roots food safety governance system.Based on the existing research results at home and abroad,the reform process of food safety supervision system in Chao’an District is analyzed in this paper on the basis of field investigation using the theory of seamless government with the integrated use of literature review,case analysis,comparison research method and interview method.From the perspective of seamless government theory,the characteristics and existing problems of the reform of food safety supervision system in Chao’an District are analyzed in this paper from five aspects,including structure,process,information and technology,incentive mechanism and organizational culture,and suggestions on the construction of seamless food safety supervision system are put forward.We should reduce the gap between the food safety supervision department,strengthen the ability construction of food safety regulation,improve food inspection ability,build a pattern of social work,at the same time using Internet technology to break the information island,perfect scientific incentive system,the government at the same time shape organizational culture,thus effectively improve ability and level of the basic food safety regulation.The following conclusions are drawn in this paper.After several institutional reforms,the multi-supervision problem in the food safety supervision in Chao’an District has been basically solved.The grass-roots food safety supervision force has been enhanced,and a food safety supervision system that can cover all regulatory aspects and go down to the bottom of the regulatory hierarchy has been basically formed.However,Chao’an District has the risk characteristics of aggregation of food production enterprises,and there are also common problems of food safety supervision under the market supervision system,such as insufficient supervision expertise and uncompleted organic integration.For all the above reasons,there are still problems in institutions,processes,information and technology,incentive mechanism,organization culture and other aspects of food safety supervision in Chao’an District. |
