| In recent years,with the rapid development of China’s economy and society,various kinds of potential complex contradictions have become increasingly apparent,and sudden natural disasters,social disasters and other public crisis events have occurred from time to time.In the face of sudden public crisis events,what role the government organizations play,how to properly deal with and resolve the resulting public crisis,how to play an active and important role in the management of public crisis organized by the government,and how to better safeguard the public interests of the society and the public,has gradually become the focus of the whole society.At present,public crisis events occur frequently in Y County of Chongqing.Y County government has strengthened the construction of public crisis management system and mechanism,reaching a certain level both theoretically and practically.At the same time,the exploration and practice of public crisis management in Y County government is relatively late and still in the primary stage,which needs to be further improved.From the perspective of the county government,this paper focuses on the public crisis management.Literature research method,case analysis method,interview method and questionnaire survey method are adopted to study the practices,effects,problems,causes and countermeasures of the public crisis management of Y county government.In this paper the results show that since the end of the 20 th century,in order to strengthen the government public crisis management organization,Y county government has carried on the exploration,research and practice,step by step as good prevention,information,personnel,firefighters,handling personnel,actively the construction of public crisis management organization,public crisis warning and public crisis management system.At the same time,because no strong sense of crisis,crisis prevention alarm mechanism is not sound,the public crisis management informationization construction lags behind,and to crisis information and released in a timely manner,the government department between the functional position is not clear,lack of fit between government departments,non-governmental organization has certain limitations and the shortage of non-governmental organizations to participate in public crisis management,The public crisis management ability of Y County needs to be improved.For this,we need to improve the long-term effective mechanism of county-level government public crisis management in our country,further improve the public crisis management early warning mechanism,strengthen the positive propaganda of public opinion guide,set up the standing body of public crisis management specialized and clarify the responsibilities and to guide the whole society to participate in public crisis management,etc.,for the government at the county level as soon as possible to eliminate the crisis,the loss is controlled in the range of minimum,Try not to infringe or infringe less social and public interests to provide useful reference. |
