Resource Endowment And Social Public Goods Supply

The 19 th National Congress of the Communist Party of China has changed its judgment on the major social contradictions in China,and stressed that the fundamental purpose of development is to promote the well-being of the people.With the rapid economic development in China,the supply level of economic public goods such as expressways and high-speed rail is also among the top in the world.However,the supply of social public goods represented by education,health care,social security and employment is relatively insufficient.Problems such as "difficult to see a doctor","difficult to go to school" and "difficult to provide for the aged" are increasingly serious,which is more serious in the central and western regions with abundant natural resources Highlight.Therefore,this paper introduces the theory of resource curse into the level of social public goods provision of local governments in resource rich areas,and investigates the effect of natural resource endowment on social public goods provision.Firstly,this paper makes a theoretical analysis,uses Stackelberg model to analyze the behavior choice of local governments and private enterprises,puts forward the hypothesis and deduces it,according to the result,puts forward the proposition to be tested in this paper: "resource curse" phenomenon exists in the social public goods supply layer,and the resource endowment is inversely proportional to the social public goods supply level of local governments The possible causes of the phenomenon are explained.Secondly,on the one hand,the relationship between resource endowment and social public goods supply is examined by drawing scatter diagram,on the other hand,the effect of resource endowment on social public goods supply is examined by two-way fixed effect model.The results show that the proposition of "resource curse" in social public goods supply is true,and resource endowment is true The influence coefficient of social public goods supply is significantly negative.Finally,by analyzing the influence of resource endowment on the supply of social public goods,the paper puts forward some policy suggestions that are conducive to giving full play to the advantages of resource endowment and improving the supply of social public goods.
