Problems And Countermeasures In The Practice Of Administrative Reconsideration In Z District Of Changzhou City

Administrative reconsideration is an important legal system in China,which has the functions of internal supervision,right relief and resolving administrative disputes.As the main channel to solve administrative disputes,administrative reconsideration plays an important role in resolving conflicts and disputes and maintaining social stability.In recent years,with the continuous improvement of the requirements of the reform of government institutions and the construction of a government under the rule of law,in the field of grass-roots government,administrative reconsideration has not played its due practical effect.The people are not willing to choose administrative reconsideration,and even do not believe that the problem of administrative reconsideration is prominent.The pattern of "small reconsideration,medium litigation and large petition" still exists.This paper starts from the problems of administrative reconsideration in Z District of Changzhou City,takes "government management function" as the basis of theoretical research,and summarizes the problems of administrative reconsideration in Z District of Changzhou City,such as insufficient attention,decentralized jurisdiction,lack of independence,weak staff,imperfect trial mode,lack of credibility and poor connection with administrative litigation.Based on this,the author analyzes the reasons for the above problems,and puts forward countermeasures,such as enhancing the understanding of the concept of administrative reconsideration,accelerating the reform of administrative reconsideration system,strengthening the construction of administrative reconsideration staff,optimizing the administrative reconsideration procedure,and refining the connection between administrative reconsideration and administrative litigation.The research content of this paper plays a good role in promoting the reform and improvement of administrative reconsideration in Z District of Changzhou City,and has important reference significance for promoting the construction of Changzhou government under the rule of law.
