Study On Optimizing The Operation Of The County-level Inner Party Inspection System

As the Communist Party of China,which has more than 90 million Party members and 4.5 million Party organizations,the foundation is not solid,the ground is shaking,the political function of grass-roots party organizations is strong and weak,and the style of Party members and cadres is good or bad,which directly affects the political foundation of the party’s governance.Since the 18 th National Congress of the CPC,in order to make up the short board of inner-party supervision at the grass-roots level,the municipal and county-level Party organizations have actively explored the work of inspection by referring to the inspection mode of the Central Committee and the provincial Party committee and combining with the local reality.The practice of various areas has attracted the attention of the Party Central Committee.From the height of top-level design,the Party Central Committee timely summarizes and deepens the practical experience of local inspection and brings the inspection and supervision into the construction of the inner-party supervision system.Taking Z County of Henan Province as an example,this paper studies Inner party Inspection Systemof county-level Party organizations from six parts:the first chapter of the thesis,the research background and significance of this article,the research status at home and abroad,the research ideas and methods,and the technical route and innovation points are outlined.The second chapter reviews the history of China’s inspection and inspection system,and studies the evolution process of the patrol system in the party from the historical perspective,especially the new development of the patrol system in the new era,which provides theoretical preparation for the systematic analysis of the patrol system of the county-level Party organizations.The third chapter analyzes the basic content of the patrol system of the county-level party organization,and explains the connotation,basis,positioning,operation procedure and significance of the patrol system.The fourth chapter analyzes the function of the patrol system and its dilemma by analyzing the operation of the patrol system in Z County,Henan Province.The fifth chapter analyzes from a theoretical perspective that the operation of the county-level patrol system is vulnerable to factors such as "acquaintance society",information asymmetry,power rent-seeking,moral hazard,and "anti-distance paradox" of political trust.The sixth chapter,from the perspective of strengthening the authority,effectiveness,seriousness,and normativeness of the county-level patrol system,proposes optimization paths from the aspects of top-level design,methods and methods,achievement transformation,and institution building.
