Since the 18 th National Congress of the Communist Party of China,a series of reform tasks and key tasks have been carried out one after another.Most of the grass-roots civil servants,as their ultimate implementers,implementers and implementers,have been enduring high-load and super-intensive work pressure for a long time,job burnout is a growing problem for this group.This paper selects the grass-roots Civil Servants of the Xuzhou Tax Bureau as a group,through the literature research,the questionnaire,the data analysis,understands their job burnout question,and unifies the work reality,analyzes the cause which causes the question,then proposes the practical countermeasure,to effectively solve or alleviate their job burnout is conducive to improving the physical and mental health of tax cadres at the grass-roots level,improving the working efficiency of tax units at the grass-roots level,shaping a good tax image and enhancing the credibility of tax authorities.Through collecting and summarizing the literature,this paper introduces the concept of job burnout and its related concepts,and explains the three-dimension theory of job burnout,including the Maslow’s hierarchy of needs theory,the two-factor theory and the three-dimension theory of job burnout,in recent years,the local governments to solve the grass-roots civil servants burnout practice of exploration is summarized.This paper introduces the most commonly used job burnout scale,and selects the revised MBI-GS job burnout scale as the research tool.Job burnout inventory(Mbi)was used as the main questionnaire,and was distributed online and offline,the validity of the recall was tested by reliability and validity,descriptive statistical analysis of the demographics variables,and variance analysis of the demographics variables of job burnout,draw the conclusion of the investigation on the job burnout of the grass-roots civil servants of the Xuzhou Revenue Department.This paper sums up the 12 reasons that affect the job burnout of the grass-roots civil servants of the Xuzhou Taxation Bureau from the perspectives of personal factors,organizational factors and social factors.Personal factors: insufficient ability of work and study,weak ability of self-adjustment,gap between self-expectation and reality,contradiction between work and life,complex and delicate interpersonal relationship;Organizational factor: unscientific performance appraisal system,unreasonable or unclear division of responsibilities,lack of training system,insufficient care and security;Social factors: high social expectation,insufficient social support,pressure of function change and institutional reform.From the aspects of individual,organization and society,this paper puts forward ten countermeasures to solve the problem of the job burnout of the grass-roots civil servants in the Xuzhou Taxation Bureau.Personal Level: firm ideals and beliefs,do a good job of self-adjustment,enhance the overall ability;At the organizational level: to improve the performance appraisal indicators,broaden the training and promotion channels,reduce the grass-roots work load,improve the various training mechanisms,increase care and security;at the social level: to build a harmonious relationship between collection and payment,to create a good tax image.
