Research On Urban Public Security Governance From The Perspective Of Holistic Governance

City is a complex synthesis,political,economic and cultural activities are highly concentrated in urban space.It is precisely because of the high concentration of population,wealth and other factors that the loss caused by urban public security incidents is very huge and wide-ranging.In the process of urban development,all kinds of accidents and disasters,natural disasters,public health events and social security events are sudden and uncertain,which are difficult to predict in advance,seriously affect the production and life of urban residents,destroy social harmony and stability,and bring great damage to the life and property safety of urban residents.At present,China has entered the stage of rapid urbanization,the urbanization rate has reached more than 60%,more and more rural population migrate to the city,the problem of urban public security is becoming more and more complex,the situation of urban public security governance is becoming more and more serious,the contradiction between the fragmented governance mode and the requirements of improving the governance ability of urban public security is becoming more and more prominent,and it is urgent to build a new urban governance mode The holistic governance theory is an effective means to solve the dilemma of urban public security governance.Therefore,in view of the fragmentation of urban public security governance,this study attempts to propose a holistic governance path of urban public security.Starting from the challenges of urban public security,this paper argues that a series of challenges facing China’s urban public security governance increase the difficulty of governance,all kinds of urban public security incidents occur frequently,and urban public security has strong comprehensiveness,strong diffusion,and high efficiency The characteristics of high harmfulness increase the difficulty of governance,and the governance of urban public security also faces a series of new problems,such as the further agglomeration of urban population,more frequent population flow,more difficult prevention and control of network public opinion,unbalanced development of urban infrastructure,which leads to the continuous increase of pressure on urban public security governance.However,the current urban public security governance in China is fragmented,which can not fully meet the needs of the development of urban security situation.The fragmentation of urban public security governance is manifested in the decentralization of governance of different departments,different levels,different regions and different security incidents,as well as the poor communication and cooperation of governance subjects,which makes it difficult to effectively coordinate and integrate.This study believes that the influence of traditional bureaucratic system,the limitations of urban public security emergency management system,the interests of the main body of urban public security governance,the imperfect mechanism of multi-agent collaborative governance of urban public security,and the insufficient integration of urban public security information are the important reasons for the fragmentation of urban public security governance.In view of the above reasons,this study puts forward the path to realize the holistic governance of urban public security in China,which mainly includes: strengthening the top-level design of the holistic governance of urban public security,improving the collaborative linkage mechanism of the main body of urban public security governance,coordinating the interest relationship between the main bodies of urban public security governance,constructing the multi-agent collaborative governance model of urban public security governance,and improve the level of information integration of urban public security governance.
