Research On The Governance Mechanism Of Multi Negotiation In Urban Communities

With the rapid development and transformation of economy and society,the number and scale of communities are also expanding,various interests are converging in the community field,and various social problems are also gathered in the community.Since the founding of the People’s Republic of China,China’s community governance has undergone several great changes,from the initial unit system of governance mode to the gradual diversification of community governance subject.At present,community governance has become a space for multiple subjects to participate in common governance.However,in the process of reform,due to the particularity of China’s traditional culture and other national conditions,there are many practical difficulties in community governance,such as multiple subjects The dilemma of collective action.The existing research is more about the interest interaction and theoretical research of macro subjects,while the research on negotiation governance is more important.There is a lack of micro level interaction research in the process of negotiation.Therefore,the author studies the case of community negotiation governance under this background.Based on the theory of deliberative democracy and polycentric governance,this paper focuses on the interaction of multiple participants in urban community negotiation,establishes an analytical framework of "negotiation subject negotiation mechanism negotiation guarantee",and studies the operation of urban community multi negotiation governance mechanism and the role of multiple participants in the negotiation process The relationship between them.Based on the cases,through the in-depth analysis of the elements of the multi negotiation governance mechanism,this paper discusses how the multi subjects form a balance of interests through negotiation and how the multi negotiation governance mechanism can achieve sustainable development in China’s urban community space.This study uses qualitative research methods,the author obtains research data through in-depth interviews and observation,combined with literature,to study the negotiation governance among multiple subjects.Based on this analysis,this paper selects "one street,one convention" in jinguanyi community as the field research area,analyzes the background,formation process and operation status of the Convention.According to the main interest objectives,this study divides it into livelihood type and responsibility type negotiation subjects,and uses Robert’s rules of procedure as a tool to form the main body check and balance in the negotiation process,so as to achieve the goal of negotiation As a result of the "merchant Convention",the Convention ensures the sustainable operation of the negotiation results through the construction of the relationship between interests and responsibilities.This paper summarizes it as "co operating" negotiation governance.The conclusion of this paper is that the change of governance concept,participation mechanism and guarantee mechanism of "one street,one convention" reflect the "effective" mode of CO governance and autonomy.Based on "one street,one convention",the multi negotiation governance mechanism of urban communities is integrated from three aspects of negotiation subject,negotiation mechanism and negotiation guarantee.The main contribution of this paper is to seek a more adaptive governance model on the micro basis,hoping to complement the existing multi-agent negotiation governance model.
