| Business environment is an important embodiment of a city’s core competitiveness.Xi’an has made a lot of efforts in business environment optimization in recent years and achieved remarkable achievements,but there are still shortcomings in development.The business environment evaluation index system applicable to Xi’an City is helpful to make up for the shortcomings and promote the reform through evaluation.However,both the current index system of the World Bank and the indexes formulated by the National Development and Reform Commission are too macro to be directly applied to the evaluation of Xi’an.The absence of the evaluation index system leads to the increasingly prominent problem of unbalanced development in the business environment of Xi’an.Therefore,the evaluation index system is suitable for xi ’an business environment is the purpose of this study,on the basis of the existing evaluation system at home and abroad for reference,based on the Xi’an government issued business environment construction,the main task of the preliminary design evaluation index,through the form of a questionnaire to get the data,USES factor analysis method to analyze the sample data,get the final evaluation indexes,reliability test,and through the analytic hierarchy process(ahp)to calculate the weight,so as to build up the evaluation index system of Xi’an business environment,finally to empirical index system,to test whether can build up the system to use.The main conclusions of this paper include: The first,taking the indicators released by the National Development and Reform Commission,the indicators of the World Bank and the main tasks of optimizing the business environment of Xi’an as reference,the final evaluation index system of the business environment of Xi’an is established through data processing;The second,the reliability and validity of the finally established indicators were tested.The test results showed that the indicators were scientifically constructed and could be used for further research.The third,it is to build the evaluation index system of empirical test,it is concluded that xi’an business environment level as the “general”,but in market access and higher scores of e-government services,in the aspect of management,investment,financing and exit there is still a short board,shows that this paper studies the evaluation index system of business environment in the evaluation of data acquisition,the selection of evaluation methods,had a clear has the feasibility on the evaluation results. |
