Research On Risk Prevention And Control Of M Inspection Agency’s Government Procurement

Our government procurement mode is mainly divided into two categories: centralized procurement mode and decentralized procurement mode.Centralized procurement is a government procurement that completed by special government procurement agencies,while decentralized procurement is completed by various expenditure agencies.Compared with centralized procurement,decentralized procurement is more complex and diverse.Therefore,their management is more difficult and the risk of problems is higher.The existence of the above problems will directly affect the operation efficiency of the public sector,leading to the low quality of government procurement and service level.The object(M institution)of this paper is to use this decentralized procurement model to complete the task of government procurement.Thus,taking it as the research object will help us to find out the problems and risks of this kind of government procurement model.In view of the specific situation of government procurement of M institution,this paper combines principal-agent theory,incomplete contract theory,risk management,literature method,case analysis method,comparative analysis method,interview method is studied by case analysis.Combined with relevant data,this paper takes M institution’s government procurement risk as an example,organically combines various research methods and theories,research methods and practical situation,the problems and risks in the government procurement work of M institution are sorted out and identified in detail.In addition,this study fully analyzes the main reasons leading to m institution’s government procurement risk,and puts forward relevant suggestions.In addition,considering that the government procurement work of M institution has the characteristics of clear process and easy division;It is also for the sake of more comprehensive,identify and assess risks quickly and accurately.In the risk identification and risk assessment methods,WBS-RBS risk identification method is used and expert scoring method to identify and assess the risks of M agency’s government procurement work.The evaluation results show that the main risks of government procurement in M institution are information asymmetry risks,market risks,supplier risks,contract risks and management risks.The following measures can be taken to prevent and control the risks: establishing demand management system,improving supplier management system,improving relevant legal system,strengthening personnel management,and comprehensively improving market competitiveness.
