Study On Deliberative Democracy In Miancheng Hui Nationality Town

Deliberative Democracy is one of the democratic theories that starts from the West in the late 1980s. Deliberative democracy of China is also born in its unique situation, its core is totally different from Western’s, and it is not entirely imported goods. Chinese ancient harmonious culture, democratic theory of Marxism, and socialism of people’s autonomy, they all provide breeding ground for the growth of deliberative democracy. Fundamental deliberative democracy is one part of our national fundamental democracy, and it is also an important content of our national democratic politics. In recent years, it has developed rapidly and amazed the world, thus media’s attention has been attracted from East and West. Meanwhile, exposed issues still exist and need to be solved.This paper mainly introduces the development and practice of deliberative democracy in Miancheng Hui Nationality Town, analyzes the achievements that Miancheng has made and the problems it has faced on deliberative democracy, and puts forward corresponding strategy and advice for the problems at the same time. The development of deliberative democracy in the grass-root level is such a process that comes from nonexistence to existence and that improves gradually. A lot of significant negotiation forms have been formed in the abundant process of practice:In China’s vast countryside, we have commonly adopted Village Meeting, Democratic Consultation, Democratic Hearing and so on. From the current situation, the policy of deliberative democracy has had a good development in the grass-root areas, and the development prospect is limitless. And the policy of deliberative democracy is corresponding to the revolution trend of the democratic politics. And the advantages of deliberative democracy have been on the way to the sustaining development and promotion during the practical process. The contribution that deliberative democracy has made at the grassroots level politics construction is obvious. But at the same time we can not deny that there exist some disadvantages and problems during the practical process. We should optimize the function and effect of deliberative democracy and regard the development of the deliberative democracy at the grass-roots level as a significant task during the process of the development of democracy at the grassroots level politics construction.
