Research On Government Supervision Of Network Fundraising

With the advent of the "Internet +" era,online fund-raising has become the main way of fund-raising.Due to the characteristics of wide audience,low cost and high efficiency,online fundraising is supported by people from all walks of life.Online fund-raising drives all sectors of society to participate in fund-raising activities,and fund-raising channels are simple and fast,and efficient to help the masses in urgent need of assistance.However,online fundraising is a "double-edged sword".While bringing benefits to the public,it also exposes many drawbacks,which confirms the existence of regulatory loopholes in the government.Therefore,it is necessary for the government to strengthen supervision in this field.The government needs to find out the regulatory problems in time and deal with them immediately.The main problems of online fund-raising at the present stage are that the relevant laws and regulations are not perfect,the government’s regulatory mechanism is not perfect,it is difficult to distinguish the true and false information for help,the sponsor body is vague,the use of donations is not standard and the management is not transparent.The government needs to adopt regulatory means of compliance to provide a benign development environment for online fundraising and make it develop in a normative way.Based on the theory of voluntary failure and the theory of government regulation,this paper studies from the perspective of government regulation.The author finds the problem,analyzes the cause of the problem,and puts forward reasonable suggestions in combination with the reality.This paper is mainly divided into six parts:The first part,introduction.This part introduces the research background and significance of the government regulation of online fundraising,the research status of scholars at home and abroad,the content and methods of this paper.Online fundraising needs government supervision,which can create a legal environment for its orderly development.The author conducts research through literature analysis and case analysis.The second part,the concept and theoretical basis of network fundraising supervision.This part defines fund-raising,online fund-raising,government supervision and government supervision of online fund-raising.In this part,the main definitions of this paper are summarized and analyzed,and the improvement of the regulatory system is proved to provide security for the economy of the public.The third part,the analysis of the elements of government supervision.This part defines the subject of supervision,the object of supervision,the way of supervision and the content of supervision.The author clarifies the participants in government supervision activities by combing the regulatory elements.The fourth part,the network fundraising government supervision situation and the existing problems.Through sorting out,the author concludes that the main problems of government supervision are as follows: low transparency of regulatory information,unclear rights and responsibilities of regulatory subjects,too light regulatory punishment,lack of linkage mechanism of supervision,and insufficient regulatory content.The fifth part analyzes the causes of government supervision problems.The main reasons are the lack of awareness of supervision and management,the restriction of regulatory power by the system,the unsound relevant laws and regulations,the lack of coordination and cooperation ability,and the lack of scientific supervision means.Part six: Suggestions on government supervision.The main suggestions are to change the rigid lagging management concept and improve the quality of regulatory information;Promote the unity of the powers and responsibilities of the supervisory subjects and adopt the dynamic supervision of special affairs and special affairs;Improve the laws and regulations of online fund-raising,strengthen the supervision of online fundraising;Promote the cooperation of regulatory subjects,and the government creates effective communication conditions;Make clear the supervision content of online fundraising,and use scientific supervision means.
