A Case Study On The Operation Of "Three-society Interaction" In Community Governance

n the "Opinions on Accelerating the Promotion of Community Social Work Services"(hereinafter referred to as the "Opinions")issued by China in 2013,it is necessary to create a "three-society linkage" community governance service mechanism.In this context,the mechanism was established,which serves as Social workers are supported,social organizations are used as carriers,and communities are used as platforms.The Quanzhou Municipal Government is using the "three-society linkage" to build a new community governance model,positioning managers from the role of the government and the community in community governance.Changing to governors,community organizations or communities can provide social workers services to residents,so that residents’ needs are fully met.The "three-society linkage" community governance is to realize a smooth and effective communication mechanism and a standardized and efficient collaboration model between the "three-societies" by integrating the power of communities,social workers,and social organizations.Essentially,it is a policy guarantee for the positive interaction between government governance,community autonomy and residents.And it is of great significance to explore the localized community governance system and meet the needs of community residents.The research object of this article is the community H in Quanzhou.The research content is the implementation of the pilot project of the "three-society linkage" in the community.Through interviews and participatory observations,it analyzes the governance of the "three-society linkage" community.The analysis shows that Quanzhou The city’s "three-society linkage" community governance has achieved certain staged results,but also exposed some issues that need to be resolved,such as the imbalance in the main linkage efficiency of the "three-society linkage" and the large loss of professional social workers.To this end,this article puts forward policy recommendations for improving the "three-society linkage" community governance operation mechanism.The first is to deepen the role of the government by clarifying the positioning of the community,improving the funding guarantee system,and establishing a scientific working mechanism.The second is by strengthening the cultivation of community social organizations.Expand the community governance service area;the third is to improve the professional quality of social workers to build a talent team and promote community work to ensure important guarantees;the fourth is to promote the "three communities" autonomous linkage to improve the level of community governance.
