Civil service examination as the entrance to the civil service,playing a key role in the quality of civil servants’ Cadres,which also has a basic role in the scientific allocation of human resources of civil servants.Studying and improving the recruitment system of civil servants will help to provide strong human resources guarantee for administrative organs.Due to the aging of Fujian taxation system,34.99% of the current civil servants will retire in the next five years,which highly possible tend to the recruitment of civil servants in the near future.Based on the personal experience in the recruitment of civil servants in taxation system,this paper adopts the methods of interview and data analysis to investigate the recruitment system and its implementation in Fujian taxation system.The research shows that Fujian taxation system has formed a set of relatively mature and effective recruitment workflow through years of practice and exploration.Especially,in recent years,the taxation system has launched a new form of professional category catalog for civil servants recruitment,and adopted structured group interview,which has improved the reliability and validity of recruitment.However,there are still some problems in underdeveloped areas,such as lack of recruitment,serious brain drain,and the matching degree which remains to improve.These problems are mainly due to the lack of job attraction,the difference between the actual working environment and expectations,and the difference in recruitment time,which lead to candidates seeking other positions,the absence of classified recruitment system for civil servants,the lack of scientific and reasonable restrictions settings,and the evaluation techniques on the written examination,interview,inspection and others,which posts to improve.Based on this,the paper puts forward some suggestions,such as setting up reasonable recruitment restrictions in underdeveloped areas,increasing the number of civil servants recruitment in underdeveloped areas,carrying out the recruitment propaganda work correctly,strengthening the humanistic care for the newly recruited civil servants,establishing the mechanism of good faith application for examination,and improving the efficiency of civil servants’ recruitment and filing.Significantly,the paper suggests that build a classification in Fujian taxation system of civil servants recruitment,and according to the different requirements of different types of civil servants on the ability and quality,different ways are adopted for the recruitment examination.Before the position to set,deeply investigating the ability and quality of positon,which posts to form the recruitment position specification and enhance the matching degree of the person and the position.What s’ more,improving the written examination and evaluation technology,strengthening the external supervision of the interview and optimizing the investigation method.
