| In our country,the prisoners in custody are mainly reformed by means of labor,education and so on,which has achieved remarkable results.After the founding of New China,China has established a system of reforming criminals through labor reform and other means.The most significant event is that the State Council promulgated regulations on reforming criminals.In the 1990 s,the Standing Committee of the Eighth National People’s Congress discussed and examined the Prison Law and decided to adopt the law,so that the legal status of labor reform was established,that is to say,the implementation of labor reform was guaranteed by law.At the same time,China began to implement the labor reform system,which successfully transformed many criminals and gained international support from many countries and departments.Acknowledging that the safety and stability of prison supervision provide strong guarantee and support for the construction of socialism with New China’s characteristics.In recent years,China’s economy,politics and society are all developing in an all-round way,and developing rapidly.Therefore,the prison prisoner reform management needs to be improved and updated urgently,to keep up with the pace of social development and changes in the prison.At present,China’s prison management system and legislation are facing many challenges,and gradually the phenomenon that the law does not correspond to the actual situation,or even paradoxes,reduces the level of prison criminals’ reform and management.Since last year,China’s prison system has planned to reform the prison management system,which means that the prisoner reform management system will change,and will face more new problems.In the environment of prison management system reform,prison prisoner reform managers should think about the implementation limits of prisoner reform management,rational allocation of resources and implementation of prisoner reform management methods,and carry out some research on them.This paper takes H prison in Fujian Province as the research object.First of all,this paper investigates the specific situation of H prison in Fujian Province in recent years,mainly using questionnaire,interview,literature review and other methods,and through reading literature to learn the theoretical knowledge of prison criminal reform management.The second is to analyze the results of the investigation,and through the analysis of the management function,the management means and the managers of the prison reform,to conduct in-depth research on the prison administration,labor,education reform and the construction of the police team.The management means of criminal transformation need to be updated according to the management mode after the prison transformation.At the same time,we should strengthen the construction of the prison police team and constantly improve the prison management system.Finally,in view of the above-mentioned problems in the reform and management of Prison Criminals,suggestions are mainly put forward from the perspective of governance.First,the management system needs to be strengthened,and the management system for the transformation of prison criminals should be supplemented and revised as soon as possible;second,the management means should be improved,and the work for the transformation of prison administration should be done well,the contents and methods of education should be updated,and the criminals should be reasonably arranged for labor transformation;third,the construction of prison police should be strengthened.The suggestions put forward in this paper provide some suggestions for improving the overall level of the reform and management of Prison Criminals,strengthening the ability to reform criminals,promoting the standardization of law enforcement of prison police,and ensuring the rights and interests of both prison police and criminals. |
