Research On The Reform Of Prison Enterprise Management In Shandong Province

Prison is the executive organ of national penalty,its most basic task is to punish and reform criminals,while providing public security services for society.Since the early days of the founding of the People’s Republic of China,the prison enterprise management mode of "prison enterprise integration" has gradually emerged,that is,the prison enterprise is responsible for the establishment,management and operation of the prison,and the prison enterprise,as the prison production and profit department,has become an indispensable part of the prison management.With the development of several decades,this mode of "integration of supervision and enterprise" is no longer suitable for today’s socialist market economy.In 2008,the central government put forward the reform idea of "full guarantee,separation of prison and enterprise,separation of revenue and expenditure,and standardized operation",and the prison enterprise management reform was officially launched.Up to now,the management of prison enterprises in Shandong Province has basically achieved the initial requirements of reform objectives.However,with the continuous changes of regulatory situation and market economy situation,the current enterprise management mode still can not meet the requirements of the new normal.Therefore,how to further separate the prison enterprise from the prison and make the prison enterprise management mode more reasonable and standardized has become the primary task to ensure the prison supervision safety and enhance the market competitiveness of enterprises.Based on this,this paper studies the prison enterprise management reform in Shandong Province through empirical research,comparative analysis and other methods.First of all,on the basis of summarizing the relevant concepts,theories and existing research,the paper clarifies the meaning of prison,prison enterprise management mode,prison enterprise management reform and new public management theory;Secondly,through the research on the current management mode of prison enterprises,it is found that the operation of prison enterprises can not only provide labor reform posts by organizing prisoners to engage in large-scale labor reform activities,but also produce benefits through this special mode of production to provide financial support for the prison’s own operation;Thirdly,through on-the-spot interviews and questionnaires,this paper introduces and analyzes the current situation of prison enterprise management reform in Shandong Province.After introducing the current situation and process of prison enterprise management reform in Shandong Province,taking Shandong Qilu Xinhang group as an example,this paper analyzes the achievements in the process of prison enterprise management reform in Shandong Province,It is found that the current prison enterprise management mode still has some problems,such as unreasonable organizational structure,low efficiency of personnel management,imperfect supporting facilities and so on,which mislead and hinder the rapid growth of prison enterprises.The development of prison enterprises gradually deviates from the development path of today’s socialist market economic system,and also greatly restricts the process of prison enterprise management reform.Based on the above research results,this paper puts forward the following improvement strategies: clear and unified leadership,detailed division of labor,so that each business function tends to be single;Prison enterprises and prison accounting are separated from each other,and social benefits are given priority;Improve the general organizational structure and introduce regulatory agencies;By promoting the construction of "smart prison" and updating management means,improve the effectiveness of personnel management;In order to further promote the reform of prison enterprise management,ensure the safety of supervision,improve the market competitiveness of prison enterprises,and effectively maintain social harmony and stability,we should improve the supporting facilities and strengthen the policy guarantee and financial guarantee.
