Research On Government Functions In The Development Of All-for-one Tourism In Yulin City

With the repositioning of China’s tourism development strategy,the proposal of regional tourism undoubtedly contributes new ideas and models to the development of the domestic tourism industry,and is of great significance to improve the overall image of the city and promote the transformation and development of local economy.Therefore,promoting the development of regional tourism has become a rare opportunity for Yulin City,located in the northernmost part of Shaanxi Province,to carry out the transformation to enrich the people,which urgently needs to abandon the extensive development model at the expense of the environment in the past as a resource-based city.This paper first expounds the importance of the development of regional tourism to the economic transformation of Yulin City and clearly defines the functions that the government should play in the development of regional tourism combined with the relevant literature and scientific research results in the world at present from different perspectives such as brand building,policy planning,investment attraction and so on.Then,the problems existing in the process of promoting the development of regional tourism in Yulin City Government and the reasons why they occurs are analyzed as the key objectives.It is found that in the process of promotingregionaltourism,Yulin City Government has some problems,such as inaccurate positioning,shortcomings in market supervision,insufficient supporting facilities,deficient coordination between departments,inadequate environmental protection,and low recognition of tourist destination brand;the main reasons for these problems are that the transformation of management idea is not enough,the government’s ability to attract investment is insufficient,the regional tourism development mechanism is not clarified,the tourism public service system is not perfect,and the establishment of government institution is not reasonable,etc.Finally,this article put forward a function optimization plan of Yulin Municipal Government in the development of regional tourism,that is,the local government should play the role of Night Watchmen,launch relevant policies,support its development,improve the regulatory system for the tourism market,strengthen the functions of tourism public services,and enhance the protection and promotion of tourism resources.
