| With the rapid economic and social development,criminals have become more and more diverse.As an important administrative law enforcement agency of the country,public security organs have more arduous missions and tasks in combating crime.In the absence of formal public security police forces,the construction of auxiliary police teams is increasing important.The rail transit auxiliary police play an important role in alleviating the pressure of the formal police,maintaining public order,and preventing riots and terrorism.In the face of an increasingly complex law enforcement environment,a high-quality auxiliary police team is conducive to protecting citizens’ property safety and protecting citizens’ personal health is conducive to maintaining social stability and is the basic guarantee for fighting crime.This article takes the construction of auxiliary police for rail traffic in W city as an example,from the perspective of public management,highlights the problem orientation,and focuses on the problems,causes and countermeasures in the construction of auxiliary police for rail traffic in W city.Through a comprehensive analysis of the questionnaire survey and field visits of the auxiliary rail transit police in City W,on the basis of affirming the achievements in the construction of the auxiliary rail transit police in the W city,the problems and causes of the construction of the auxiliary rail traffic police in the W city were carried out.Systematic research,and put forward opinions and suggestions based on the relevant concepts of human resource management in the public sector.This article believes that the main problems existing in the construction of the auxiliary police team of rail transit in W City are the unclear job responsibilities,the need to improve the law enforcement ability,the low income treatment,the incomplete promotion mechanism,the unclear responsibility system,and the need to improve the ideological level.The main reason for the problems is the imperfect legal system of the auxiliary police and the imperfect construction of the auxiliary police force.To improve the construction of the auxiliary police team,we should reshape the concept of auxiliary police team construction,use laws and regulations to define the identity,status and functional responsibilities of the auxiliary police team,and stimulate the internal motivation of the auxiliary police team;at the same time,establish and improve scientific education,training,performance evaluation,Promotion and other rights protection mechanisms;do a good job in the supervision mechanism of the auxiliary police system,promote the standardized construction of auxiliary police,and finally strengthen the auxiliary police party building work to strengthen the construction of the auxiliary police team. |
