revitalizing and accelerating the modernization of agriculture and rural areas.It is the fundamental guarantee for farmers’ lives and property safety,and even more so.It is an inevitable requirement to comprehensively promote rural revitalization and accelerate agricultural and rural modernization.Since the reform and opening up,my country’s rural economy has developed rapidly.After farmers have gradually become wealthy,they will choose to build new houses to improve their living environment.The quality and safety of rural housing affects farmers’ living conditions and living conditions,and it is the foundation of farmers’ lives and property safety.Security,as a livelihood issue,has attracted more and more attention from the society.However,there are many problems in the quality of rural housing in my country at present,such as low housing security,insufficient building practicability,and low housing comfort.The most prominent problem is the security of rural housing quality,which makes the current situation of rural housing quality.Departing from ideals,it hinders the achievement of the country’s rural revitalization goal to a certain extent.For a long time,the dual division of urban and rural arrangements has widened the gap between urban and rural housing,resulting in most of the provisions of the "Construction Law of the People’s Republic of China" not applicable to the current rural housing conditions.The lack of higher-level laws,the blank of legal policies,the ineffective government supervision,and the unrestricted development of market freedom have caused the current situation of rural housing quality and safety protection to be in jeopardy.Moreover,rural villagers are keen to build houses,but because they are not sensitive to the law,lack of funds,and do not understand the principles of house construction,the guarantee of the quality and safety of rural housing deviates from the ideal situation at this stage.For this reason,the "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization" issued on February 21,2021(commonly known as the "Central No.1Document" in 2021)clearly stated that "Improve laws and regulations on the quality and safety of rural housing construction" And the supervision system,complete the investigation and remediation of potential safety hazards within 3 years”,“improve the construction standards and norms,and improve the design level and construction quality of rural houses”.It can be seen that the construction of high-level and high-quality ecologically livable houses for farmers to meet farmers’ pursuit of a better "living" life has become an important task and goal of governments at all levels.My thesis took the collapse of Juxian Hotel in Xiangfen County,Linfen City,Shanxi Province on August 29,2020 as an example.The thesis draws on foreign experience and combines the experience of two successful pilot cities in my country’s Shaanxi and Ningbo.By clearly assigning the responsibilities of the building subject,the owner of the house and the government’s tripartite responsibility,it also analyzes the core mechanism of housing security.I tried to improve the core mechanism of rural housing quality and safety assurance by enriching the model choices of rural housing quality and safety,and solve the problem in rural areas.The problems encountered in the operation of the housing quality and safety guarantee system in practice make it fully integrated with the ideal goal of "home ownership".Therefore,the thesis takes "Research on Rural Housing Quality and Safety Guarantee System" as the research direction.The key content of this article is: For a long time,my country’s rural housing construction has been large in size,large in area,and distributed in dots.There are many problems with the quality and safety of construction projects.If we want rural residents to live in an atrium,strengthening the quality and safety management of rural housing will become the theme,core and life of rural housing construction.In this
