| Performance evaluation has always been an important topic in modern public management research.The main goal of government departments is to pursue high performance,complete as many tasks as possible with as little consumption as possible,and improve administrative efficiency,which plays a very important role in government administration.Since the reform and opening up,great changes have taken place in China’s economic system and administrative system,which makes the local government and its working departments face many problems,and the government functions also need to be changed.To carry out the performance evaluation of local government and its departments is an important way to improve the administrative efficiency,improve the way of work,change the concept of understanding,and reshape the image of the government.At present,the performance evaluation of local governments in our country is developing rapidly.Because it is a very tedious work,there are still many problems.This paper describes the actual work of performance evaluation in D city of Shanxi Province,analyzes and discusses the current situation of performance evaluation,finds and lists the existing problems.After analysis,the author thinks that the reasons for the problems of local government performance evaluation are the lack of subjective understanding,the lack of scientific performance evaluation,the defects of evaluation subject,the lack of supervision mechanism and so on.Taking D city of Shanxi Province as an example,according to its main tasks and operation characteristics,this paper innovatively uses fuzzy comprehensive evaluation method and analytic hierarchy process to optimize the relevant performance evaluation index setting and process,in order to make the evaluation results more objective and authentic.At the same time,the evaluation of the process is increased,and the evaluation is scattered in the details of daily work,so that the public can be the main body of the evaluation in a real sense.In the year-end centralized evaluation,only attention setting is needed,which reflects the focus of work of D City units in Shanxi Province and makes the evaluation process more scientific and comprehensive.In view of the fact that the application of performance evaluation results can not provide intuitive,objective and scientific data support for the organization’s selection and employment,the fuzzy comprehensive evaluation method,analytic hierarchy process and fuzzy identification method are used to optimize the performance evaluation results,which not only takes into account the investigation of the comprehensive quality of cadres,but also takes into account the adaptability of cadres’ own ability and the posts to be adjusted.At the same time,the quantitative evaluation results make the evaluation more effective The reference of the model is greatly enhanced.To improve the performance evaluation of local government in China,first of all,it is necessary to create a performance evaluation environment from various aspects,improve the value orientation and ideological understanding,strengthen professional training,and create a multi-directional evaluation atmosphere;second,it is necessary to build a diversified government evaluation subject,rationalize the allocation of evaluation subject and scientifically allocate the proportion of evaluation subject through the guarantee of legalization,so as to optimize the performance evaluation To enrich the main body of government performance evaluation;to use scientific methods reasonably to improve and screen evaluation indicators;to strengthen the use of evaluation results to provide effective data support for the formulation of macro policies and the selection and employment of organizations;finally,to establish and improve various legal systems to ensure the fairness,scientificity and democracy of government performance evaluation. |
