Research On The Role Of Non-governmental Organizations In The Social Security Of Veterans

With the substantial rise of China’s synthetic national power and the rapid development of economy,the social security system which mainly contains temporary relief,insurance and social welfare,has been progressively consummated.However,the evolution of the social security work for veterans is relatively backward.So far,a set of security system with reliable funding support,independent system,perfect laws,and suitable for the overall process of social security development has not been established.A peaceful and stable international environment is inseparable from a strong national defense and people’s army.Veterans have made outstanding dedications to the society in the military.However,because the supporting social security can not keep up,some of them are still facing a series of life risks such as unemployment,disease,pension and so on.China has a huge base of veterans,which had reached over 57 million by the end of 2018,and relevant information collection is still underway.Therefore,how to coordinate the interests of all parties and do a good job in serving this special group has become an important social problem to be solved.This paper takes the social security work for veterans in Shanxi Province as the research target,combined with the analysis of current situation,the vision and characteristics of veterans.Through the analysis of policy standard and regional characteristics,the research explores the establishment,system optimization and function of relevant NGOs that meet the needs of the region and actual needs,build up the pluralistic social security subject,and provide a multi-level service contents,safeguard the lawful rights,satisfy the diverse demands.This paper includes four parts,the first part is the concept and theory.Through combing and induction,it explains the correlation between NGOs and social security work of veterans and the functions of NGOs.The second part is the analysis of the present situation of related NGOs.Combined with the policy environment and regional characteristics,this paper analyzes the current development,existing issues and influencing reasons.The third part is the research on the role of related NGOs.Through an analysis of veterans’ needs and security visions,this paper explains the realistic meaning of relevant NGOs,and states the functions.The fourth part is countermeasures and recommendations,from the five aspects of supporting policies,social participation,supervision and management,operation rules and function play,suggestions are put forward on the examination,establishment,operational development and system optimization of related NGOs in the social security work for veterans in Shanxi Province.Social security work for veterans covers a wide range of areas and involves many participants.Through investigation and analysis,there are still some contradictions in the social security of veterans in Shanxi Province,such as weak supporting laws,insufficient security efficiency,lack of regulation,etc.However,there are still some problems to be solved in relevant NGOs,such as high access threshold,public attention deficiency,and limited function.In this regard,on the basis of the advanced practices and successful practices,we should pay attention to strengthen the construction of basic laws and regulations,starting with policies and standards,constantly bring forth the new through reform and innovation,actively yet prudently formulate and introduce policies.The government will break the traditional model of "one is the biggest" in the social security affairs for veterans by introducing social forces close to the actual situation of the region,and give full play to the advantages of NGOs,such as low operating cost,high security efficiency,flexible and diverse working methods,to make up for the lack of government functions.Through rational allocation of public resources and continuous increase of social input,scientifically guide and fully release the function and guarantee efficiency of relevant NGOs in social security work.Effectively invigorate the resource vitality of veterans,realize their security vision to the maximum extent,and then contribute to the development of the social security work of veterans.
