| Since late 70 s of 20 century, public service out resourcing becomes the core topic of governmental official reformation for the western countries. Meanwhile, public service out resourcing is also the essential orientation for our intention of building service government. The thinking is as follows: take the market competition mechanism in the supplies of public service, implement the market-oriented operation, separate the supplies from the actions of public service, transfer part of the governmental obligation of public service to some private companies and social organizations, and all the elements mentioned above lead to the multiple governance, with which the government, market and society commonly offer the public service. Faced with a series of new changes, the government needs to recheck its function on public service out resourcing. It’s significant to accelerate the reformation for the public service out resourcing.The research sets foot in public service outsourcing connotation, essence and the theoretical basis, analyzes and comes to the point that in modern time the government should play six kinds of roles in the process of public service out resourcing. Six kinds of roles are reformation planner, system builder, wise buyer, market’s cultivator, surveillance assessor and the financial supporter. From the angle of governmental role’s identification, the research makes a comprehensive analysis for present condition of the public service resourcing, and points out some problem happened in the process of public service resourcing, like chaotic senses of the role identification and the absence of the government’s roles, and gives the reason for these problem. In the end, the research recommend some suggestions and solutions with the intention to guarantee the government’s roles achieve at proper time an with proper method. Meanwhile, it offers some inspirations for probing into the reformation which is market-oriented and fit for the special conditions of our country. |
