Research On The Improvement Of Anti-corruption System Effectiveness From The Perspective Of National Governance Modernization

Since the Party Central Committee proposed to promote the modernization of the national governance system and governance capabilities,China has embarked on a path of governance modernization centered on system construction.The Fourth Plenary Session of the 19 th Central Committee of the Party made overall arrangements for the path and goals of the modernization of the governance system and governance capabilities from all aspects of system construction.To promote the realization of the modernization of national governance,it is necessary to clear all obstacles in the path.Corruption,as a malignant tumor affecting the development of the country,has severely hindered the development of the modernization of national governance.Promoting anti-corruption work is not only an important guarantee for the modernization of national governance,but also its due meaning.The most fundamental thing for effective anti-corruption is the system.The key to the success of the anti-corruption work is to effectively enhance the effectiveness of the anti-corruption system.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has promoted the anti-corruption work with unprecedented determination: the structure of the anti-corruption system has been continuously improved;the institutional capacity has been continuously strengthened,and the construction of not daring to be corrupted,unable to be corrupted,and not wanting to be corrupted has been promoted;the institutional environment has been continuously improved,and the effectiveness of governance has been released.However,the anti-corruption and disciplinary report cards in recent years have warned us that corruption still exists: the adjustment of the institutional system is lagging;the effectiveness of the implementation of the system is not high;the system ecology has not yet effectively formed.Behind the problem,it is closely related to the imperfect dynamic adjustment mechanism of the system,the insufficient ability of the main body of system implementation,the lack of system propaganda and the imperfect supervision.Through the analysis of the problems and causes,and on the basis of summarizing the practical experience since the 18 th National Congress of the Communist Party of China,this article clarifies the hierarchy of the system,forms a system revision mechanism,supplements the substantive and procedural norms,enhances the will to implement the system,and clarifies the main points.Responsibilities,strengthening accountability,strict selection and employment systems,forming a consensus on anti-corruption in the whole society,expanding the participation of the masses as a starting point,and exploring ways to improve the effectiveness of the anti-corruption system.I try to hope that the countermeasures and suggestions in this article can fully enhance the effectiveness of the current anti-corruption system and add impetus to the modernization of the national governance system and governance capabilities.
