Attribution Research On Weak Governance Of Township Government

The countryside is the key to national rejuvenation.The report of the19 th National Congress of the Communist Party of China puts forward the strategy of rural revitalization,which is an important policy-making plan in the new era.As the end of the administrative system,the township government is the "last kilometer" to carry out the strategy of rural revitalization,and is the link and bridge between the masses and the organs of state power.Effective governance of township government is not only related to the process of rural revitalization,but also related to the overall development of society and the modernization of national governance system and governance capacity.However,in the grass-roots governance,the phenomenon of weak governance is not uncommon,resulting in farmers do not recognize the lack of cooperation,township power operation difficulties.In the face of these phenomena,it is urgent and important to probe into the deep-seated reasons of the weak governance of township governments,and to solve them on this basis.In this paper,a number of township leaders and village cadres in the northern,central and southern areas of S Province are selected for in-depth interviews,and the grounded theory is used to analyze,so as to find out the internal and external factors that affect the weak governance of township government.The study found that the main factors affecting the governance weakness of township government are composed of two categories: the first is the increasing demand of external environment,which is specifically manifested in two aspects.One is the increasing demand of rural governance from bottom to top,that is,due to the awakening of farmers’ rights and the lack of talents in the two village committees,the increasing demand of farmers and village committees for the governance of township government,which leads to the increasing demand of township government It is difficult for the Ministry to cope with and effectively perform its functions,resulting in weak governance.On the other hand,the top-down pressure accumulation effect is prominent.Under the pressure of pressure type system and accountability,the demand for government governance of township government is increasing.However,due to the imbalance of power and responsibility of township government and the lack of supporting supervision,it is difficult to perform their duties effectively,resulting in weak governance and selective and flexible implementation.The second is the lack of self empowerment.On the one hand,it is manifested in the block of operation mechanism,including the imperfect internal talent mechanism and the lag of function transformation.On the other hand,it is manifested in the limitations of township government’s cognition and ability,including holding one-sided view of political achievements,being tired of coping with learning tasks,low comprehensive quality,difficult to cope with professional fields,and the township cadres’ inability to maximize their own value,difficult to solve problems It provides endogenous power for the effective governance of township government,which leads to the governance weakness of township government.Therefore,in order to restore the vitality of township government governance,this paper puts forward the corresponding countermeasures from the comprehensive consideration of the internal and external factors of township government governance.On the one hand,increase the external energy supply,mobilize the vitality of township governance,on the other hand,stimulate endogenous forces,and maintain the vitality of governance forever.
