| The main purpose of the 1958-1963 Nuclear Test Ban Negotiations among the United States,Britain and the Soviet Union was to prevent the proliferation of nuclear weapons to more countries and to safeguard the advantages of existing nuclear states.The negotiating camp was divided into the United States and Britain,the Soviet Union,and eventually signed the Partial Nuclear Test Ban Treaty.At the same time,China’s nuclear program has inevitably been linked to test ban negotiations because of its decision to develop its own nuclear weapons for national security reasons.This paper reviews how the United States,Britain and the Soviet Union understand China’s nuclear weapons program and China’s understanding of the Nuclear Test Ban Negotiations,and the influences of signing the Partial Nuclear Test Ban Treaty,to exam the relationships among the Nuclear Test Ban Negotiations and China and its nuclear weapons program.This paper includes three parts: introduction,text and conclusion.The text is divided into three chapters.The first chapter mainly discusses the origin of the US-Britain-Soviet Nuclear Test Ban Negotiations.Since the beginning of the Cold War,the United States and the Soviet Union have repeatedly launched arms control negotiations on how to control nuclear weapons,but they have never made substantial progress.After the mid 1950 s,with the continuous strengthening of the nuclear arms race between the United States and the Soviet Union,it not only posed a threat to world peace,but also put nuclear weapons at risk of proliferation.Because nuclear testing is an indispensable link in the development of nuclear weapons,under this circumstance,a single Nuclear Test Ban Negotiations became the choice of the nuclear arms control countries of the United States,Britain and the Soviet Union at that time.The second chapter mainly discusses the relationship between China and the Nuclear Test Ban Negotiations.The beginning of China’s nuclear weapons program was inseparable from the assistance of the Soviet Union.As Sino-Soviet relations became closer,China received more technical assistance from the Soviet Union.At the time when China’s nuclear weapons program was in full swing,the United States and Britain were also gradually gaining a complete understanding of China’s nuclear weapons program through intelligence collection,and tried to prevent China’s nuclear weapons program through Nuclear Test Ban Negotiations.During this period,Sino-Soviet relations deteriorated from differences and led to the termination of the Soviet Union’s nuclear weapons technical assistance to China.China has also gradually changed its position in support of the Soviet Nuclear Test Ban Negotiations,recognizing that the Nuclear Test Ban Negotiations are a conspiracy among the United States,Britain and the Soviet Union against China.Chapter Three mainly discusses the signing and influences of the Partial Nuclear Test Ban Treaty.After the Cuban Missile Crisis ended,the United States and the Soviet Union were determined to accelerate the pace of Nuclear Test Ban Negotiations.After continuous communication among the United States,Britain and the Soviet Union,the representatives of the three countries the Partial Nuclear Test Ban Treaty in Moscow.Although the treaty has some positive significance,it has not prevented China from successfully developing nuclear weapons.At this time,China thoroughly recognized the true purpose of the Nuclear Test Ban Negotiations and exposed the hypocrisy and deception of the treaty through various channels.The conclusion evaluates the history of the Nuclear Test Ban Negotiations and points out that this period of history has a certain reference significance for China’s diplomacy in the new era. |
