| This paper focuses on the problems in the coordinated management of subway public crisis.In this paper,the theory of collaborative governance is introduced,and the "linkage of four-managers" mechanism established among the four main participants organized by government departments is taken as the research object.The establishment process and operation status of the mechanism are introduced,its characteristics and corresponding problems are studied,the causes behind the problems are analyzed,and corresponding countermeasures and Suggestions are put forward.Firstly,from the perspective of the demand for the coordinated management of subway public crisis,this paper introduces the background of the establishment of the "linkage of four-managers" mechanism by Shanghai municipal government.Based on the summary and reflection of the handling process of a public crisis incident that had a great impact on the subway before the establishment of this mechanism and the relevant research and promotion work of the government,the establishment process of this mechanism is expounded.The overall picture of the mechanism is described by describing the organizational structure and operation process of the mechanism in detail and analyzing a case that reflects the complete operation process of the "linkage of four-managers".The main characteristics of the three aspects are summarized,that is,the command and decision system of the mechanism is dominated by the government department,the goal of manpower and material resources allocation is clear and specific,and the horizontal linkage is not separated from the vertical administrative system.After that,the logic is extended from these three aspects and the existing problems of the mechanism are further analyzed based on the actual situation,which can be summarized into three aspects: command decision-making,resource allocation and communication and coordination.The reasons behind the three problems are explored respectively: first,the command and decision system belongs to the management system rather than the governance system;second,the motivation of resource allocation is only the endogenous motivation and lacks the exogenous motivation;third,the cooperation mechanism of each participant is based on the linkage relationship rather than the collaborative relationship.Finally,in view of the causes of these problems,this paper puts forward the author’s suggestions on the collaborative governance model of public crisis in subway.First,reasonable decentralization of command decision-making,including the establishment and optimization of command hierarchy authorization mechanism,decision-making consultation participation mechanism,and introduction mechanism to non-governmental organizations and the private sector.Second,coordinate and balance the interests of all parties,including improving the responsibility sharing mechanism and supporting incentive mechanism.The third is to formulate benign interactive collaborative rules,including the establishment of laws and regulations on the collaborative management of subway public crisis,systematic assessment and evaluation mechanism,and regular cooperative operation mechanism,so as to provide suggestions for the government and public sectors. |
