Research On Public Security Function Of University Security Department

The problems such as the diversification of school-running subjects,the increasement of campus quantity,the expansion of campus area,the rapid increasement of student quantity and complexity of school staff identity bring more disputes on the administrative law of the campus security administration department which exists ambiguity of power and duties.Based on retrieval and screening of related cases in the database of judicial case on Itslaw,the campus security administration regulations still face the following problems in application,such as disputes on the effect of the punishments on violations of campus rules,unclear legal basis for responsibilities of campus security administration department and passive campus security management.Therefore,firstly,this paper aims to explore the effect of campus security administration department in campus security management by the comparisons of campus security administration legislation between domesticand oversea areas,and the combination actual situation on security management.Secondly,the specific revision suggestions on Internal Security Rules of Public Institutions were put forward through the review on the history of the security department establishment.Thirdly,this paper aims to explore new cooperation mechanism of campus security administration between police station and university in order to provide suggestions on improvement of campus security administration and avoidance of administrative enforcement risks through the comparisons analysis of different cooperation modes between police station and university.
