Research On Institutionalization Of Governance Innovation In The Urban Grass-Roots Government

With the development of urbanization,the contradictions between population and resources,fairness and efficiency become more and more acute.Government governance innovation has become a popular strategy to promote public governance performance in the world today.As a hotspot in China,the innovation of urban grass-roots government governance is facing the "unsustainable" dilemma,and it is generally considered that innovation institutionalization is its solution.But how does the innovation of urban grass-roots government governance come into being and develop in the process of institutionalization? What factors will affect the process of institutionalization of urban grass-roots government governance innovation?Appling the theory of institutional change and the new institutionalism theory of organizational sociology,this paper attempts to build a theoretical model to understand the governance innovation and its institutionalization of urban grass-roots government in the context of China.This model is used to analyze and explain the operation mechanism and its role in the stages of the governance,innovation,institutionalization,emergence,habituation,objectification and sedimentation of the grass-roots government.We chose "Linlihui" as the representative of the urban grass-roots government governance innovation institutionalization process to answer this question.Through case studies,it is found that key factors such as resource endowment,political pressure,policy compatibility and incentive expectation will influence the organizational actors and their initiative in the system.The choice of legitimate strategies by the organizational actors will affect the process of institutionalization and its results.Under the pressure of resource dependence and isomorphism,urban government governance innovation appears the phenomenon of system "separation of name and reality" actively or passively,which leads to the alienation of innovation system.Finally,the paper puts forward some pertinent suggestions.
